At least 50 persons have been killed while an unspecified number of persons were abducted when bandits attacked nine communities in the Giwa Local Government Area of Kaduna State.The incident was confirmed by Mohammed Jalige, the State Police Public Relations Officer.

According to Jalige, the command is yet to compile the actual number of deaths recorded during the invasion.“We are still waiting for the full details of the incident from the Divisional Police Officer, Giwa and the Area Commander Zaria,” he said.A member of Vigilante Group in the Dillalai area, Mansur Ibrahim, told Daily Trust that the bandits also burnt houses and vehicles, motorcycles and rustled away over 100 cows.“The villages affected were Dillalai, Zango Tama, Kaya, Barebari, Anguwan Bakko, Gidan Alhajin Kida, Kadanya and Durumi among others.“Dillalai was worst hit by the attack where about 15 people were reported to be killed, with five commercial trucks and five houses burnt.“The bandits also burnt a church at Zangon Tama village, all in Giwa local government area,” he said.Ibrahim said some of the victims who sustained gunshot injuries were receiving treatment at Ahmadu Bello University Teaching Hospital Shika-Zaria.

Buhari Orders EFCC To Stop Investigating Politicians For Corruption As APC Likely To Present More Corrupt Politicians In 2023

President Muhammadu Buhari Friday in Abuja admonished the Economic and Financial Crimes Commission (EFCC) to avoid being used for partisan politics or getting dragged into personal disputes.
Buhari urged the anti-graft agency to focus on serving the nation to entrench good governance.

The President spoke on Friday at the Unveiling of the EFCC Standard Operating Procedures, Policies and Manuals, at the State House as disclosed by the Special Adviser to the President on Media & Publicity, Femi Adesina.
He also advised leaders and all operatives of the commission to resist the temptation of being influenced by political actors for personal gains or to score political points.
“I must advise the leadership and operatives of this commission to resist the temptation of being used for partisan politics or be dragged into personal disputes. Your job is to serve the nation in its efforts to entrench good governance,’’ he said.
Sources however told SaharaReporters that the President was only trying to silence the EFCC following the agency’s encounters with some of his political associates, which the affected cronies considered as embarrassing. 
The National Leader of the All Progressives Congress (APC), Bola Tinubu, and former governors of Imo and Nasarawa states, Rochas Okorocha and Abdullahi Adamu respectively, have all complained about the anti-corruption agency in the course of doing its job. 
They accused the EFCC of being used by their adversaries as a tool for political witch-hunt. 
“He (Buhari) is using that to silence the EFCC because Rochas Okorocha complained recently. Adamu Abdullahi was embarrassed. Tinubu reportedly was forced to write a statement recently,” one of the sources said.  During a meeting with Buhari at the Presidential Villa, Abuja, in February, Okorocha sought the intervention of his host over what he described as unjust harassment by the EFCC. 
Speaking to correspondents after the meeting, he said: “I also used this opportunity to intimate Mr President of what is going on between me and Economic and Financial Crimes Commission and the harassment and intimidation that I’m getting from the EFCC, literally on daily basis, and to inform him that I have court judgment and two court orders for different judgments at different forums, which stop the EFCC from harassing and intimidating me. EFCC has refused to obey the law.
“And so I have to inform Mr President that EFCC should be made to obey the law that established it. And without the law, there wouldn’t be an EFCC. And the desperation with which they go about any affair that concerning me, should stop.
“And I reminded Mr President that recall that sometime ago, the EFCC had claimed that they recovered the sum of N5.9 billion from my account, which the court found out to be untrue.
“In other words, they were biased and they prejudged me. On that basis, the court ruled and ordered that they should not further interrogate and harass me. This has also not been obeyed.“The court ordered the EFCC to release my international passport, the EFCC has refused to obey. The court gives damages to me for some N500million for EFCC to pay. EFCC has not paid that. “Rather than doing that, on the day of my declaration, EFCC went on the press to announce that I’m being prosecuted for some criminal charges of N2.9billion and no more than N5.9billion.
“So, I said as the president of the Federal Republic of Nigeria, and one that stands on the side of the law, he should bring this to the attention of the EFCC.”
SaharaReporters earlier reported how Adamu, the President’s choice for APC National Chairmanship, who served as governor of Nasarawa between 1999 and 2007, was in March 2010 arraigned by the EFCC at the Federal High Court in Lafia.
The EFCC had instituted N15 billion fraud allegations against Adamu and others. 
The President, however, commended the leadership of the EFCC for securing 2,220 convictions within a year and recovering over N152 billion and $385 million.
“Ladies and Gentlemen, I am glad to note that the war against corruption, which is one of the cardinal objectives of this administration, is being strengthened through the institutionalisation of operational procedures, particularly as they form the building blocks of transparency and accountability in administration and public expenditure,’’ he said.
Further commending the EFCC chairman, Abdulrasheed Bawa, Buhari noted the efforts of the agency’s leadership to institutionalise the commission by developing 26 Standard Operating Procedures and 25 Policies and Manuals for the Departments, Units and Staff of the Commission.
The President said, “Ladies and Gentlemen, these outstanding feats achieved are being unveiled today and I would like to use this opportunity to encourage other Ministries, Departments and Agencies of Government, especially Law Enforcement Agencies to also ensure the standardization of their processes within the extant laws and regulations as provided in our statutes.
“I need not underscore the importance of today’s occasion but let me remind you that the stakes are high but national expectations are higher. Therefore, we must continue to strive and deal decisively with matters in accordance with the rule of law.
“On the part of the Government, we shall continue to accord all necessary support to MDAs in order to ensure the sustainability of the initiatives already commenced in actualising our vision of a corrupt-free society.
“Let me conclude by saying that the fight against economic and financial crimes in Nigeria is a collective responsibility of all Nigerians if we are to make meaningful progress as a nation.
“I invite you all to fight corruption in all its ramifications and join us to entrench good governance values and integrity within all our systems. As I have often said, ‘If we do not kill corruption, corruption will kill us as a nation.’”
Also according to Buhari, the development of the Standards demonstrate the commitment of this administration to the fight against corruption and the acceptance of transparency and willingness to be subjected to scrutiny against set standards by services.
“This is a confirmation of national efforts against graft,’’ he said, adding: “I understand from your remarks Mr. Chairman, that these are the first collection of policy documents ever developed in the 18 years of the Commission’s existence aimed at defining the institutional rules and operational guidelines while instituting uniformity in standards, improving efficiency and removing discretion from your operations. These are indeed remarkable achievements and are very commendable.’’
The President assured of a rules-based system in government business while providing the necessary enabling environment for effective implementation.
“You may recall ladies and gentlemen, that since we came into power in 2015, we have consistently demonstrated the necessary political will to fight corruption. We have ensured the operational independence of the Anti-graft Agencies, strengthened the legal framework, empowered the regulatory agencies and provided adequate funding to support the fight against corruption,’’ he added.
In his remarks, the Chairman of EFCC noted that the institution was undergoing various phases of reforms to reposition it for the task of fighting financial crimes in the country, with the production of policies and manuals.
The chairman thanked the President and the National Assembly for the confidence reposed in his “ability and competence’’ to take over the leadership of the organisation in 2021.
Bawa said departments had been reorganised and upgraded, including intelligence gathering, training and the academic institutions, to meet the demands of the job, adding that software had been developed for operations, and a mobile app, “The Evil Eye”, deployed for ease of reporting economic and financial crimes from the comfort of homes.

US Sanctions Six Nigerians Convicted For Sponsoring Boko Haram Terrorism

The United States has sanctioned six Nigerians convicted by an Abu Dhabi Federal Court of Appeal in the United Arab Emirates (UAE) over alleged funding of Boko Haram terrorism.The convicts were tried and convicted in 2019 after being found guilty of funding the deadly sect.

Two of the convicts, Surajo Abubakar Muhammad and Saleh Yusuf Adamu were sentenced to life imprisonment while the remaining four, Ibrahim Ali Alhassan, AbdurRahman Ado Musa, Bashir Ali Yusuf and Muhammad Ibrahim Isa were handed ten-year imprisonment respectively.Court documents also showed that between 2015 and 2016, the convicts were involved in different cash transfers allegedly in favour of Boko Haram to the tune of USD782,000However, the U.S, in a statement by Department of States spokesperson, Ned Price said Musa, Adamu, Yusuf, Isa, Alhassan and Muhammad had been added to the List of Specially Designated Nationals and Blocked Persons, pursuant to Executive Order 13224, as amended, for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, Boko Haram.The statement reads, “Today’s action follows the United Arab Emirates’ prosecutions, convictions, and designations of these individuals for supporting terrorism.  The Department of State designated Boko Haram as a Foreign Terrorist Organisation and Specially Designated Global Terrorist organisation on November 14, 2013.“The Nigeria-based group is responsible for numerous attacks in the northern and northeastern regions of the country as well as in the Lake Chad Basin in Cameroon, Chad, and Niger that have killed thousands of people since 2009.“The UAE Federal Court of Appeals in Abu Dhabi convicted the six individuals for transferring $782,000 from Dubai to Boko Haram in Nigeria.  Adamu and Muhammad were sentenced to life imprisonment for violations of UAE anti-terrorism laws; Musa, Yusuf, Isa and Alhassan were sentenced to 10 years in prison, followed by deportation.  The designations will prevent these individuals’ funds from being used further to support terrorism.“All property and interests in property of the individuals and of any entities owned, directly or indirectly, 50 percent or more by them, individually, or with other blocked persons, in the United States or in the possession or control of U.S. persons, must be blocked and reported to OFAC.“Also, engaging in transactions with the individuals entails risk of secondary sanctions pursuant to E.O. 13224, as amended.  Pursuant to this authority.”

Nigerian Radio Stations Cut Down Hours Of Operation Due To Rising Cost Of Diesel

Some radio stations in Nigeria on Friday announced the cutting down on their hours of operation.SaharaReporters had earlier reported that the Broadcasting Organisation of Nigeria warned that television and radio stations in the country might shut down their operations over the persistent fuel scarcity and skyrocketing diesel prices.

Yemisi Bamgbose, executive secretary of BON, stated that broadcast stations could no longer cope with the lingering fuel scarcity and skyrocketing prices of the black market fuel.“There is a lingering scarcity of petroleum products and diesel, which fuels the generating sets of these organisations, has more than doubled in price over the last four months,” reads part of the statement.Bamgbose stressed that broadcast stations which rely heavily on fuel to power their machines and keep them running at an optimal temperature to avoid overheating, are now running at a loss which has caused a delay in staff salaries.“With diesel costs averaging more than N700 per litre and having to resort to buying petrol from the black market at more than N2,000 per litre, broadcast organisations are recording such huge deficits that have resulted in staff salaries being delayed,” said the BON executive secretary.According to her, the shutdown of TV and radio stations will pose a huge security threat to the dissemination of fact-checked information.Meanwhile, one of the radio stations in a letter signed by the management and titled ‘announcement’, said the decision was taken due to high cost of diesel in the country. Here are notices from some radio stations;The letter reads in part; “Due to the diesel scarcity and the poor power supply we would like to notify all Hot FM Abuja listeners and partners that the station will be adjusting transmission times until the current situation improves.”Transmission will now commence daily from 5.00 am until 9:30pm. Thank you for your cooperation and understanding.”

Local Government Autonomy: A Dangerous Landmine By Adewale Adeoye

Our breakfast was roasted cocoyam, red oil and a lot of onions and tomatoes. For a long time, I have not had such a sumptuous and indigenous meal. Before we set on our different ways, we had had discussions for about an hour at the restaurant located in the basement of the small but cute hotel. That was some months ago.
 He was set for East Africa.I was set for Accra, Ghana, but somehow, we met at the airport again and continued the discussion for another half an hour.
 My friend is a member of the National Assembly and confessed he would have supported LG autonomy if we had not met. He promised to reach out to some of his colleagues from the same zone.
 My discussion with him convinced me of one thing: A lot of people, high and low, armed and defenceless people alike are disgracefully ignorant of the concept of Local Government Administration.
I think many NULGE officials are, though some of them support LG autonomy with the hope it would give them access to power and resources, without state meddling, not for utilitarian good. The Nigerian authorities had proposed LG fiscal and political autonomy for the Local Governments. NULGE, many of them labour bureaucrats, supports this proposal. 
Some Governors and Law makers do. However, the kernel principle of democracy and human liberty does not. History does not. Federalism does not. Common sense despises LG autonomy. Those who support LG autonomy are putting the country on reverse gear into the cesspool, off the cliff edge.

The logic is simple. What does a State mean? A state is a ‘territory considered as an organised political community under one government.’ Local Govt is ‘the administration of a district with representatives elected by those who live there.’ Without these universal definitions, LGs are administrative or political units usually created by the state for easy access to communities.
This simply means that Local Governments are the parts of a state without which the states are null and void. The State is like a building of five rooms. The LGs are the rooms inside the building. The State is the main, encompassing  building.
Seeking autonomy for each of the five room that make the whole building is dangerous. It will make the main building impotent, weak and vulnerable.
The five rooms looking outside the main building and the landlord for authority is not only disgusting but patently criminal and treasonable. If the financial capacity of the five rooms and their expenditure are determined from outside, the authority of the landlord, that is the state is at a peril.
This is why the positions of Dr Kayode Fayemi and Arakunrin Rotimi Akeredolu are progressive while those who oppose them are reactionaries.
The two governors have a deeper understanding of the issues. They know the long term implication of this boobytrap.
In fact the autonomy of these five rooms means the end of the constitutional, legitimate existence of the main building, that is the state. It is a curious and harmful plot to create another state, another government, another fiefdom within a state. Many short-sighted people cannot see the far reaching implication of this savage and anti-people law.
The only thing it does is that it will strengthen the Federal Government and turn it into a totalitarian gang. It will ensure the LGs scorn the states and look up to the FG as their administrator. It turn the states into empty shells. It will create recalcitrant politicians who will flirt with the FG to undermine the states.
 It will shift alliance of people in local communities from their states to the FG, the same cancer communities and humanity have fought for generations. In simple language, FG has no business with the affairs of Local Governments. 
We are talking of devolution of powers. The FG has failed to devolve powers to the states, but seeks alliance with LGs potentially to undermine the state and now pretends she wants to devolve power to the LGs. If the LGs are under the control of the FG, it simply means we are in a unitary system disguised as democratic.
There is the argument that States overwhelm LGs, they seize their resources, they design their projects and even sometimes implement such projects for them. If that is the case, the solution is not for the Federal Government to literarily take over the same control, over LG.
 If the States control the LGs, the solution is not for the Federal Government to seek to take control of the same LG, whereas, in reality, the FG is far more corrupt than the states. The solution is for the states to be compelled to make laws that will ensure political and financial transparency at the LG levels. For the FG to now lay claim to puritan ethics is a shock, claiming it can better manage and hold in trust the resources of the LGs. 
It is even a greater tragedy that some people believe this, al beit for personal gains.  
We must understand that the term LG Autonomy as being defined by the Federal Government is another scam. It is mischievous if not dubious. It is a landmine to scuttle Federalism and its stringent rules.
 If the FG releases funds directly from Abuja to the LGs, that does not mean the LGs are autonomous. It simply means the FG now control the resources of Local Governments since the funds are still within the confine of a political authority outside the states. 
It means LGs and the millions of people there, now exist at the mercy of the Federal Government. This is a very destructive long knife aimed at cutting to pieces the century old struggle for Federalism in Nigeria. I urge the states that understand the meaning of this terrible proposition to make their own laws to subject LGs to State total guidance. 
If the FG takes the LGs away, the states are left with nothing putting all of us in great misery. Nigerians must rise and mobilise against the push for LG autonomy. It is a threat to self determination of indigenous communities. NULGE does not own the LGs. The LGs belong to us the people. 
I understand some progressive NULGE officials are with us. 
Yet in reality,  NULGE will not decide for us what is good for us. It can decide for its handful of members. 
The communities who are the real custodians of power in Local Government areas are the real people that can determine their fears and aspirations, not NULGE. 
The future is in our hands. Let us seize it. Adewale Adeoye

The Independent National Electoral Commission (INEC) has explained why it has yet to take any action on the court judgment which ordered the sack of Ebonyi State Governor, David Umahi, and his deputy, Eric Igwe.In a statement on Thursday, Festus Okoye said the electoral umpire did not want to rush to make a decision amid the multiple litigations that have emerged.

Okoye, who serves as INEC’s National Commissioner and Chairman of Information and Voter Education Committee, stated that the decision would affect the order sacking 16 members of the Ebonyi State House of Assembly.“It will be recalled that the commission met on Thursday 17th March 2022 on the matter, decided to defer its deliberation on the Ebonyi cases, and stepped down the listed Memorandum to enable its Legal Services and Clearance Committee to study the new processes served on it in the light of the previously served ones and advise the commission comprehensively.“Since then, the commission has been served yet more court processes on the same matter, bringing the total to 12,” he said.“The commission deliberated extensively on these cases and decided to further suspend action on the defection of the Governor and Deputy-Governor of Ebonyi State and 16 members of the State House of Assembly from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC) in the light of the conflicting judgements and orders served on it from courts of coordinate jurisdiction.“The commission also considers it prudent to stay action on the conflicting judgements and orders being aware of the pendency of appeals and motions for stay of execution of some of the judgements before various divisions of the Court of Appeal.”A Federal High Court in Abuja had sacked Umahi and Igwe as governor and deputy governor of Ebonyi State respectively, on the request of the PDP after both men defected to the APC in November 2020.The court, while relying on Section 221 of the Constitution, ordered the PDP to immediately send names of replacements to INEC and ordered the governor and his deputy to vacate their offices.But in a motion on notice dated March 9, Umahi and Igwe prayed the court for an order staying the execution of its orders made the previous day.They had also asked the court to stay the execution of its order directing INEC to hold a governorship election, in accordance with Section 177(C) of the 1999 Constitution.Both men later withdrew the suit and approached the Court of Appeal in Abuja to reverse the March 8 decision of the court which removed them from office.

Sit-at-home: Governor Soludo Orders Anambra Workers To Work On Mondays Or Be Sanctioned

The Anambra State Governor, Prof Chukwuma Soludo, has ordered all public servants in the state to always report to work on Mondays, like other weekdays.Since the resumption of trial of the leader of the Indigenous People of Biafra, IPOB, Nnamdi Kanu, the group had called for a shutdown of businesses on Mondays, but later rescinded it.

Despite the rescinding of the decision by the separatist group, there have been fears of attacks on those who go to work, leading to the continued stay at home every Monday.In some parts of the state, Saturdays have been adopted as working days, including schools and banks as a replacement for Monday.But in a move to return Monday to a normal working day, Soludo on Friday, through the Head of Service, Theodora Igwegbe, ordered workers to always ensure they are at their duty posts on Mondays.In a circular dated today, 25th March 2022, which was signed by Igwegbe and sighted by Daily Post, Soludo warned that absence from work on Mondays would attract sanctions.Part of the memo reads, “Following the need to reposition the service for better performance and productivity, His Excellency, the governor of Anambra State, Prof. Chukwuma Soludo has directed that henceforth, all public servants should report at their places of work every Monday as every other week day.“Consequently, absence from work on Monday, or any other workday without any approval will be viewed as serious misconduct, which will attract appropriate sanctions. This directive takes immediate effect.”Soludo had last year lamented the continued boycott of work on Mondays in the South East, saying that the zone loses an estimated N19.6billion every Monday.During his inaugural speech as governor, last two weeks, Soludo had extended an olive branch to all armed groups, saying he was ready to engage them in a round table discussion. He lamented that many criminals now hide under freedom fighting to perpetuate criminality.

E2%80%99s-mansions-anambra Anti-graft Agency, EFCC Seals Ex-Governor Obiano’s Mansions In Anambra

The Economic and Financial Crimes Commission (EFCC) on Thursday sealed some property belonging to the immediate past Governor of Anambra State, Willie Obiano.The commission sealed mansions allegedly traced to Obiano at Ngozika Estate in Awka.

It placed a notice, which reads, “EFCC, Keep Off; Under Investigation” on the wall of an abandoned building traceable to Obiano, a development that followed his release after six days in the commission’s custody.The EFCC had also seized Obiano’s passport following his arrest at the Murtala Mohammed International Airport on his way to Houston, United States of America, shortly after handing over to his successor, Prof Chukwuma Soludo on Thursday, March 17, 2022.He was granted administrative bail, but it took another two days to meet the bail conditions, including provision of two directors of Federal Civil Service, who must have landed property in Maitama or Wuse areas of Abuja and a Senator as sureties.It was learnt that representative of Anambra North Senatorial District, Stella Oduah, was approached to stand surety for the governor ahead of his release.The EFCC’s Head of Media and Publicity, Wilson Uwujaren, was quoted as saying that Obiano was arrested for alleged “misappropriation of public funds” including N5 billion Sure-P and N37 billion security votes, which was withdrawn in cash. Part of the funds was also allegedly diverted to finance political activities in the state.     Obiano was placed on the EFCC’s watch list few months before the expiration of his tenure, just as the commission cautioned that the former governor had questions to answer over alleged sleaze while in office.Soludo was to make matters worse for his predecessor, when he revealed in an interview on Arise Television that Obiano left a debt of N109 billion for the state, and between N300million and N400million cash in the state’s treasury.

Senior military officials, on Friday, gave the first update on Russian deaths at a press briefing in Moscow, Anadolu Agency reports.A senior defence ministry official, Mikhail Mizintsev, said 419,736 civilians had been evacuated to Russia from the separatist eastern Donetsk and Lugansk regions, as well as the rest of Ukraine.Of these, more than 88,000 were children, he added, while 9,000 were foreigners.“Russia will continue to open and provide humanitarian corridors in all directions,” Mizintsev said.A senior representative of the General Staff, Sergei Rudskoi, said “The Ukrainian air force and air defense system have been “almost completely destroyed” and the country’s navy ceased to exist.All 16 Ukraine’s military airfields, as well as 39 ammunition depots, where 70% of all military equipment were stored, were hit, he went on to say.”The Ukrainian army has no organised reserves left,” he claimed, adding that people and units of territorial defense are being mobilised to fight Russian troops.According to him, “6,595 mercenaries from 62 states” are fighting for the Ukrainian side.Rudskoy claimed that the Russian armed forces destroyed 1,587 of 2,416 Ukrainian tanks and other armoured vehicles, 112 of 152 fighter jets, 75 of 149 helicopters, 148 of 180 S-300 and Buk M1 air defense systems, and 117 of 300 radars.He warned that “the Russian military will immediately respond appropriately to attempts to close the airspace over Ukraine.”He added that at least 14,000 Ukrainian soldiers had been killed and 16,000 wounded since the start of the Russia-Ukraine war.Meanwhile, the Ukrainian President Volodymyr Zelensky has repeatedly called for NATO to impose a no-fly zone over his country.On February 24, Russian troops invaded Ukraine following a directive by President Vladimir Putin for what he described as a special military operation in the Donbas region.Russia’s invasion of Ukraine has resulted in hundreds of casualties from both sides, leading to the displacement of many people in the country.Amid the war, both countries have held negotiations that are yet to yield any major fruitful outcome.

BREAKING: Son Of Terror-linked Buhari’s Minister, Pantami Kidnapped, Found At Checkpoint

A son of Prof Ali Isa Pantami, Minister of Communication and Digital Economy, who was reportedly kidnapped in Bauchi State, has been rescued.According to Daily Trust, the minister’s son was found at a checkpoint in Dambam, one of the Local Government Areas of Bauchi State, on Friday.

The victim, who was identified as Alamin Isa Ali Pantami, lives with his grandmother.Confirming his release, one of the victim’s guardians, said, “We just left the house; he is back home now. He was found in Dambam, where his abductors dropped him. They dropped him at a checkpoint and from there, he was brought home.”The menace of kidnapping has been a source of concern to Nigerians, who have repeatedly called on the government to address the trend.The last known case of the son of a serving minister happened in 2019 when Dayo Adewole, son of the then Minister of Health, Isaac Adewole, was abducted.Adewole, who was kidnapped at his farm located at Iroko near Fiditi in Afijio Local Government Area of Oyo State, was released after 24 hours.Last year, Dapit Karen, a niece to the Minister of Women Affairs, Pauline Talen, was kidnapped at Rantiya Lowcost in Jos South Local Government Area of Plateau State, but she regained freedom after 48 hours.
