Human rights activist, Omoyele Sowore says he and his supporters are determined to “retire” all failed and incompetent politicians like former Vice President Atiku Abubakar come 2023.
 
“A message to @Atiku. We are set to retire all you tired, fake, incompetent, corrupt failed politicians in 2023!” Sowore wrote on his verified Facebook page on Wednesday.

This comes a few hours after Atiku officially declared his intention to challenge for the ticket to contest the presidential election in 2023 under the platform of the Peoples Democratic Party.
With the declaration, Atiku will be contesting for Nigeria’s presidency for the sixth time in 2023. His quest to become Nigeria’s President started in 1992 during the botched Third Republic. 
His declaration comes just seven days to the two-week deadline given to the PDP zoning committee to make recommendations for the zoning of various elective positions before the elections.
 
According to the Independent National Electoral Commission (INEC), the 2023 Nigerian presidential election will be held on 25 February 2023.

National Assembly Kicks Against Attorney-General Malami, To Appeal Court Order Removing Section 84 (12) From Electoral Act

A resolution has been reached by the lawmakers in the Senate and House of Representatives to appeal a judgement which directed the Attorney-General of the Federation (AGF) and Minister of Justice, Abubakar Malami, to delete Section 84 (12) of the newly signed Electoral Act.The decision was made following a deliberation on the court order during Wednesday’s plenary in both chambers of the National Assembly in Abuja.

President Muhammadu Buhari had objected to the provisions of Section 84 (12), which read, “No political appointee at any level shall be voting delegate or be voted for at the Convention or Congress of any political party for the purpose of the nomination of candidates for any election.”The President believes the section constitutes a disenfranchisement of serving political office holders from voting or being voted for at conventions or congresses of any political party, for the purpose of the nomination of candidates for any election in cases where it holds earlier than 30 days to the national election.He later asked the National Assembly to amend the section of the Act, but the request was rejected by the lawmakers.On Friday last week, Justice Evelyn Anyadike of the Federal High Court in Umuahia, Abia State ordered the AGF to delete the section from the Act.She held that the section was unconstitutional, invalid, illegal, null, void and of no effect whatsoever and could not stand, saying it was in violation of the clear provisions of the Constitution.However, during the Wednesday’s plenary, Senator George Sekibo and scores of other senators at the Senate sponsored a motion on the urgent need to appeal the judgement of the Federal High Court in Umuahia on the suit on the controversial section of the Act.Senator Sabi Abdullahi who seconded the motion described the move as a timely intervention, saying its content was straightforward.Senator Gabriel Suswam, who also supported the motion, believes time is of the essence and the motion is straightforward for the appropriate channel to appeal.“In making an appeal, we do not necessarily need the guidance of the Committee on Judiciary, Human Rights and Legal Matters,” he said. “I think we should just go ahead and pass this motion as presented.”The lawmakers, in their resolution, agreed to appeal the judgement in suit marked FHC/MU/SC/26/2022 to set aside the decision of the court.For members in the lower chamber, the clause in question is directed at political appointees and not civil servants.They insisted that the court passed a judgement on a matter which was not included in the Electoral Act passed by the National Assembly.They also questioned why the National Assembly was not joined as a respondent to the suit, stressing that the action of the judge was an ‘aberration’.While the lawmakers hinted at writing a petition to the National Judicial Council (NJC), the Speaker of the House, Femi Gbajabiamila, said he would not allow the National Assembly to be ridiculed.Just like his colleagues, he queried why the judgement was obtained in faraway Abia State, insisting that only the National Assembly had the constitutional authority to alter any part of the legislation which it passed.Gbajabiamila, therefore, appealed to the AGF not to hastily implement the court judgement, and not to get into the legitimate functions of the National Assembly.

A vote of no confidence has been passed on the University of Benin Students’ Union President, Comrade Amadin Osazee, for alleged abuse of office, insubordination, gross misconduct and negligence of duty.The union’s Secretary General, Oredia Destiny; Attorney General, Aninze Ekene; Assistant Secretary General, Sylvester Omoregie and Director of Sports, Benson Osademe in a joint statement accused the President of frustrating all efforts in ensuring the reinstatement of a student who was suspended for strange reasons  from his faculty.

They also accused him of violating the constitutional requirements of the union, by releasing a memo on its behalf with his ‘personal letterhead paper’ and which is void of the Secretary General’s signature.The statement read, “The President frustrated all efforts made by the Union in ensuring the reinstatement of a student (name withheld) who was withdrawn for strange reasons  from his faculty. Precisely speaking, the President declined to sign a letter that sought the intervention of the Vice Chancellor on the issue. This is against the fundamental objectives and principles of the Union and contravenes PART VI, Section 15, Subsection 4, of the Union’s Constitution.“Even after duly notified, the President was absent during the “Peaceful Walk” organized by the Pharmaceutical Association of Nigerian Students, PANS, in respect to late Susan Oboh’s unfortunate demise on the 9th of March, 2022.  Thereafter, and without and as against the spirit of the constitution, he released a memo using his personal letter-headed paper to speak on behalf of the executive council without the notice of the executive members, condemning the said “Peaceful Walk” and described it as an act of “defiance” by the Students because his permission was not obtained in support of it.“For the purpose of clarity devoid of doubt, the so called “Act of Defiance” acclaimed by the President was a peaceful student demonstration that sought to sensitize relevant institutions of some peculiar challenges that UNIBEN Students are faced with. It is informative to add that this peaceful demonstration was never a fight against the school but just to add a voice to one of the most challenges being faced in our dear nation today, this explains why some members of the executive, Dean of Students, and active security personnel in solidarity, were all indeed present to ensure that serenity and order was maintained, but where was the SUG President at such a time of solidarity?! This ran afoul of PART VI, Section 15 and Subsection 4 and against his oath of office (Schedule III SUG Constitution). Recent reports has proved that the level of security operations around the campus environs have positively improved occasioned by that “Peaceful Walk” which the President verbally and on paper, excluded himself from.“Furthermore, the President has more-so invariably keeps  violating the constitutional requirements of the Union, by releasing a memo on behalf of the Union with his ‘personal letterhead paper’ and which is void of the Secretary General’s signature. One of the said memo indirectly justified the use of ‘harmful chemicals’ on Students who voted him into power was debunked and repudiated by the other members of the executive council on the 15th of March, 2022.“The President described the idea to purchase a printer, computer and generator for the Union’s Secretariat as “Not Important enough” thereby refusing it. But at his convenience, milk the Union’s treasury when his needs require so be done. He also, has frustrated all efforts made towards the effective maintenance of the Union’s Vehicle(Sienna) solely because he is not affected by the fate of rigorous trekking that other members are faced upon discharge of official duties hence, slowing down the pace at which the Union runs her activities and defeating the very purpose of purchasing it in the first place. Recall that the President had earlier termed the Union’s Toyota Camry as his “Personal Vehicle(GIFT)”, hence, he denied other members of the executive access to it. This better explains why he cannot be bothered about the state of other Union’s Vehicle(Sienna). This act is at variance with the provisions of PART XI, Section 40, Subsection 1(a).“Just as Adolf Hitler of NAZI Germany, the president suspended PART VI, Section 16 and Subsection 6 of the Constitution by dictating his wills over the decisions of the simple majority of the executive council on crucial matters that affected the Union in general. The President upon interaction with the School Management makes all decisions alone and hide all vital information from other members of the executive council. Such act is condemnable by the above section of the constitution.“In obedience to the supreme constitution, the Students’ Union Parliament fulfilled their obligation in ratifying and approving the annual budgets of union officers. Thereafter, it was time for the President as the head of the Union to give the necessary cooperation that was required of him, to see that funds are properly dispensed for the smooth running of various offices, but No! The president resumed his dilly-dally tactics once again and slowed down all attempts towards the Budget. Up till now, that process has been put on a pause awaiting the mercy of MR. President. Most importantly, we want to unequivocally say that this issue of budget directly affects the Students of University of Benin as every Officer has student-centered programs to execute in fulfillment of our electioneering promises to the Students who voted us into power. e.g the forthcoming William Ubong Memorial Ceremony, Legal Symposium, SUG Week, Visionary Youth Conference, and many others.“The President acting without the knowledge of the executive council, single-handedly removed the Director of Finance as a signatory to the Union’s account. This conflicts with PART VI, Section 16, Subsection 1 and 2 and PART XI, Section 40, Subsection 2(a). If the intention of the president was a genuine one, why is he running the Union’s affairs in secrecy?“Finally, the totalitarian-nature of President Amadin Foster, has helped buried an enormous amount of Student-related issues beneath the soil and unfortunately enough, he has failed to realized that “anything that grows up was first, buried beneath”.  As a result, one should not be surprised when such mustard seeds germinate into a mighty tree and start bearing unfavorable fruits. For the sake of the records and for posterity, here comes this lamentation.“We conclude by saying, the ten offices that constituted the Students’ Union executive council,  were duly elected on the 24th of September, 2021 by the Students of Uniben and as such, each individual office reserves the right to implement the responsibilities allocated to it without undue stampede and oppressive interference. Following the above listed power abuses, we the executive council hereby pass a vote of no confidence on the Students’ Union President, Comrade Amadin Osaze Foster.“We therefore, use this medium to enjoin all Students of the University of Benin to put safety first even as the ASUU Strike lingers. The Union will communicate her next line of action as regards the strike soonest. In addendum, we wish TEAM UNIBEN success in the ongoing NUGA Competition.”

Hoodlums Take Over Ruling Party, APC National Secretariat As Screening For Offices Holds In Katsina Governor’s Lodge

Some miscreants and hoodlums have taken over the National Secretariat of the All Progressives Congress in Abuja, as aspirants are being screened at the Katsina State Governor’s Lodge in the Asokoro area.SaharaReporters learnt that the screening process is being led by the Katsina governor, Aminu Masari, and a former Speaker of the House of Representatives, Dimeji Bankole.

The screening is being led by Katsina governor and former speaker, Dimeji Bankole.“It is to continue today (Wednesday); it started at 10pm on Tuesday through 3am,” a source revealed.Meanwhile, it was also learnt that hoodlums have taken over the APC secretariat in Abuja amid the ongoing leadership crisis in the party. There was frustration and chaos on Tuesday night at the Katsina State Governor’s Lodge, Asokoro Abuja, as the APC screened aspirants vying for various positions in the party’s National Working Committee.Several officers including the deputy national chairman, national women leader and deputy national women leader, national treasurer hopefuls were shut out of the premises even as new arrivals made futile efforts to force their way in.There was also heavy security presence as chairmanship aspirants such as Tanko Al-Makura and Sani Musa barely made it through the crowd.Other aspirants and their aides were seen communicating with security agents through the fence to identify themselves (by showing their nomination forms) so as to be granted access to the premises.They were later instructed to join a queue before being marched in.Also present were several supporters wielding placards with the picture of former Zamfara State Governor, Abdul’Aziz Yari, and branded T-Shirts chanting the names of their favourite candidates.The seven chairmanship aspirants, who have purchased forms and are expected to be screened, are Niger-East lawmaker, Senator Sani Musa; a former governor of Nasarawa State, Tanko Al-Makura; a former governor of Benue State, George Akume; an ex-governor of Zamfara State, Abdul’Aziz Yari; another former governor of Nasarawa State, Abdullahi Adamu; Saliu Mustapha and Mohammed Etsu.

Madeleine Albright, the first female US secretary of state, who helped steer Western foreign policy in the aftermath of the Cold War, has died. She was 84 years old.
She was the 64th US Secretary of State.

Her death was confirmed in an email to staff of the Albright Stonebridge Group, a global strategy firm founded by Albright, CNN reports.
Albright was a central figure in President Bill Clinton’s administration, first serving as US ambassador to the United Nations before becoming the nation’s top diplomat in his second term.
She championed the expansion of NATO, pushed for the alliance to intervene in the Balkans to stop genocide and ethnic cleansing, sought to reduce the spread of nuclear weapons, and championed human rights and democracy across the globe.
She was a face of US foreign policy in the decade between the end of the Cold War and the War on Terror triggered by the September 11, 2001 attacks, an era heralded by President George H.W. Bush as a “new world order.”
The US, particularly in Iraq and the Balkans, built international coalitions and occasionally intervened militarily to roll back autocratic regimes, and Albright – a self-identified “pragmatic idealist” who coined the term “assertive multilateralism” to describe the Clinton administration’s foreign policy — drew from her experience growing up in a family that fled the Nazis and communists in mid-20th century Europe to shape her worldview.
She saw the US as the “indispensable nation” when it came to using diplomacy backed by the use of force to defend democratic values around the world.
“We stand tall and we see further than other countries into the future, and we see the danger here to all of us,” she told NBC in 1998. “I know that the American men and women in uniform are always prepared to sacrifice for freedom, democracy and the American way of life.”

The Peoples Democratic Party (PDP) has lambasted the All Progressives Congress (APC).According to the PDP, the ruling party is unconcerned about the “suffering and agony” of Nigerians.

The opposition party was reacting to a recent statement by Femi Adesina, presidential spokesman.Adesina had said the PDP was seeking to destabilise Nigeria by threatening the country with comments that promote anarchy, social upheaval and disorderliness.In a statement on Wednesday, Debo Ologunagba, PDP spokesperson, said the ruling party was “frustrated and haunted” by its failures in governance.Ologunagba said, “PDP’s position is predicated on the outburst by the Buhari Presidency on Tuesday, March 22, 2022 against our Party for asking President Muhammadu Buhari to address the lingering fuel crisis and cautioning that the unrelenting culture of arrogance, impunity, suppression and corruption by the APC administration was akin to “kneeling on the necks of Nigerians.“From the outburst of the Buhari Presidency, Nigerians now realize that the APC administration does not care about the suffering, agony and life discounting experiences encountered by our citizens daily as a result of APC’s thoughtless and inhumane policies.“If there is anybody seeking to destabilize our nation, it is the sinking, confused and discomfited APC that is clutching to straws and making unguarded statements including boasting that “heavens will not fall” over its refusal to address the lingering fuel crisis.“The APC administration is afraid because its corruption, impunity and recklessness which are responsible for the biting petrol and diesel crisis, collapsed national grid, distressed aviation sector, plummeting currency and near collapse of the production and service sectors of the economy are being exposed by the PDP.“The APC is uncomfortable, having been indicted for human rights violations including reported cases of extra-judicial killings, torture, illegal arrests, detentions and other atrocious acts as contained in the June 2021 report of the National Human Rights Commission (NHRC).“Moreover, in stating that the October, 2020 peaceful EndSARS protest by Nigerian youths signified “murder, mayhem, mass destruction, even cannibalism”, the APC administration has confirmed reports of its complicity and approval of the violent attacks and gruesome massacre of innocent youths at the Lekki Toll Gate in Lagos.“Such a stance on the EndSARS peaceful protest by our youths also questions the sincerity of President Buhari’s description of the protest as “genuine concerns and agitation by Nigerians”. The renewed negative tagging, therefore, appears to be a design by the APC to frame our youths for another onslaught.“The PDP holds that the EndSARS peaceful protest signifies the resilience of Nigerian youths against injustice, suppression and insensitive system being foisted on our nation by the APC administration. Our Party therefore cautions the APC to perish the thought of venting its frustration on the PDP and Nigerian youths.“It is often said that a bad workman complains about his tools; but a hopelessly irredeemable one (which the APC is) complains about others.”Ologunagba added that the PDP would “never be deterred from exposing APC’s atrocities and fighting for the wellbeing of Nigerians as we march towards 2023 to rescue and rebuild our nation from the misrule.”

BREAKING: Buhari Condemns Killing Of 2 Soldiers, 32 Others In Southern Kaduna, Warns Residents Against Seeking Vengeance

President Muhammadu Buhari has condemned the terrorist attack on four locations in the Kaura Local Government Area of Kaduna State in which two soldiers and tens of others were killed.
The President described it as a “mindless act of violence” that has no place in a civilised society.
This was disclosed in a statement on Wednesday signed by the Senior Special Assistant to the President on Media & Publicity, Garba Shehu.
The statement is titled, “President Buhari condemns attacks in Kaduna State as ‘mindless violence.’”
“The primitive and cowardly attack on innocent civilians, law enforcement officials and the destruction of houses and shops is extremely painful and condemnable. The nation mourns with the Kagoro community, where the attacks took place and the military which lost their brave compatriots,” said the President.
Buhari says he is keenly following the actions of the Kaduna State Government and security agencies who are doing their job to track the attackers and bring them to justice.
 
He warned against reprisals that may lead to further violence.
 
The Kaduna State Government on Tuesday said no fewer than 34 persons, including two soldiers, were killed on Sunday night in an attack on Agban Kagoro in the Kaura Local Government Area of the state by bandits.
The state Commissioner of Internal Security and Home Affairs, Samuel Aruwan, said four locations of Tsonje, Agban, Katanga and Kadarko came under attack.

According to the state government, over 200 houses and 32 shops were burnt during the attack while three vehicles and 17 motorcycles were vandalised.
 
Aruwan identified those killed during the attacks to include, Angelina Aboi, Godiya Iliya, Peace Iliya, Stephen Emmanuel, Patrick Pius, Gwamna Ishaya, Philip Joseph, Godwin Latong, Aba Chawai, Nancy Luka, Sophia Luka, Hosea James, Daniel Sofa, Geoffrey Ado, Bala James, Henry Dauda, Augustine Iliya, and  Irmiya Michael.
Others are Murna Luka, Monday Buki, Reuben Kumai, Zilien Gudak, Anita Dauda Kawai, Rifkatu Dauda Kawai, Titi Bawa, Jacob Yayock, Samuel Ufui, Silas Bulus, Victor Ayuka, Jummai Yunana, Sunday Tachio and Hope Luka.
One person identified as Mrs Abigail Joshua was said to be missing as of Tuesday.

BREAKING: Nigerian Senate Tinkers With Proceeds Of Crime Bill To Stop Anti-corruption Agency, EFCC From Confiscating Proceeds Of Crime Until Accused Person Is Convicted

The Nigerian Senate, on Wednesday, passed a re-worked version of the Proceeds of Crime (Recovery and Management) Bill, 2022, after amending the provision of clause 74.According to a statement by Dr Ezrel Tabiowo, Special Assistant (Press) to the Senate President, the passage of the bill followed the consideration of a report by the Joint Committee on Judiciary, Human Rights and Legal Matters; and Anti-Corruption and Financial Crimes.

He added that the chamber, on 15th March, 2022, while relying on Orders 1(b) and 52(6) rescinded its decision on clause 74 of the bill as passed and re-committed same to the Committees on Judiciary, Human Rights and Legal Matters and Anti-Corruption and Financial Crimes. The Chairman of the Judiciary Committee, Senator Opeyemi Bamidele, in his presentation, said after the passage of the Bill, series of reactions trailed its passage with respect to clause 74, which was amended in the course of deliberations. In the original bill, clause 74 provides that, “Subject to the provisions of this Act, the defendant in any proceedings under this Act bears the burden of proving that he is a legitimate owner of the assets suspected to be proceeds of crime or derived from unlawful activity or that the asset is of legitimate origin and is not proceeds of unlawful activity.”The Senate, however, amended the clause during consideration to provide that, “The burden of proof shall be on the investigating agencies and there shall be conviction before the property can be finally seized or forfeited to the Federal Government of Nigeria”.The Senate, about two weeks ago, recommitted the Bill to the Joint Committee to engage the relevant agencies with a view to safeguarding against the alleged abuse, and to report back with its recommendation. Opeyemi stated that the Joint Committee while engaging with the investigating agencies, was told by the latter that maintaining the original provision of clause 74, as recommended by the former, was in the best interest of the country.He said the agencies assured the Joint Committee that they would not abuse the powers conferred on them by the provision, as they (agencies) are subject to Standard Operating Procedures (SOPs) as well as the guiding principles of Chapter IV on Human Rights in the 1999 Constitution as amended.According to the lawmaker, “the provision of the original Bill, which provides that the burden of proof lies on the defendant rather than on the Investigating Agencies, as provided in the amendment clause, is appropriate in line with global best practices and convention.”He explained that making it mandatory for a criminal conviction to be established before forfeiture and seizure of proceeds of crime or assets derived from unlawful activities is against the general interest of the intendment of the Bill and not in conformity with similar legislations in other jurisdictions. “Besides, the standard of proof in civil matters is on the balance of probabilities,” he said.Opeyemi added that maintaining the provision of clause 74 of the Bill, as passed by the Senate would undoubtedly undermine Nigeria’s commitment and obligation to the United Nations Convention Against Transnational Organised Crime (UNTOC), which Nigeria is signatory to and has ratified.He further observed that the amended clause is inconsistent with the principles of Article 12 of the United Nations Convention Against Transnational Organised Crime (UNTOC), which stipulates that States Parties may consider the possibility of requiring that “an offender demonstrate the lawful origin of alleged proceeds of crime or other property liable to confiscation.”He said that one of the recommendations of the Financial Action Task Force on Non-Conviction Based Asset Forfeiture, provides that “Confiscation and provisional measures should adopt measures similar to those set forth in the Vienna Convention, the Palermo Convention, and the Terrorist Financing Convention, including legislative measures to enable competent authorities to freeze or seize and confiscate assets without prejudicing the rights of bona fide third parties.” The lawmaker emphasised that one of the salient intendments of clause 74 is that it ensures the recovery of proceeds of crime with or without conviction.The report on the Proceeds of Crime Bill 2022, after consideration by the Committee of the Whole, was passed by the upper chamber in plenary.

Two Persons Killed As FCT Task Force Opens Fire On Kuchigoro Residents During Demolition

The Federal Capital Territory Ministerial Task Force on City Sanitation on Wednesday in Abuja opened fire on the residents of Kuchigoro area, killing two people and injuring many others during a demolition exercise in the community.  SaharaReporters gathered the task forced stormed the community at about 10am with bulldozers and pulled down some “illegal structures” in the area. 

Some of the shops owners were said to have pleaded with the team to allow them evacuate their goods and belongings which fell into the deaf ears of the stern looking policemen. Despite the entreaties by the residents, the task force went and demolished their structures alongside their properties. Following the protest by the residents that there was no notice for the demolition, the police in the process opened fire and killed two people on the spot. The situation that led to pandemonium in the area as residents scampered for safety. One of the victims was said to be a resident of Lugbe a nearby community who was on a visit to his brother in the community. Three other people were said to have sustained gunshot injuries, one of them was rushed to the Wuse General hospital where doctors are still battling to save his life. 

The remaining two victims, Abba Lawal and Agai Yakubu were rushed to Bio Cycle Clinic in the community for treatments.  Some of the residents who spoke to SaharaReporters condemned the action of the police for using live bullets on harmless citizens. One of the eyewitnesses, Omang Patrick, said, “The task force arrived Kuchigoro with armed policemen and started pulling down houses and shops with bulldozers. People were pleading that they should allow them to remove their properties but they did not listen. “The next thing was that they started shooting live bullets and they shot five persons in the process. Two people died on the spot and they took their dead bodies away.  We had to rush the other victims to the hospital for treatment.”

There is growing anxiety in the camp of former Lagos State Governor, Bola Tinubu after President Muhammadu Buhari shunned the ex-governor during his (Buhari’s) visit to Lagos State on Tuesday.SaharaReporters learnt that Buhari did not give Tinubu any attention – a rarity particularly considering the ruling party, All Progressives Congress’ national convention in Abuja is just days away.

Top sources around the President added that Tinubu was also not allowed near Buhari – a body language suggestive of another round of discord between the two.SaharaReporters on Tuesday reported that Buhari and his entourage landed at the Presidential Wing of the Murtala Muhammed Airport, Lagos at 10 am on Tuesday, amid tight security.The President had arrived aboard a Nigerian Air Force Boeing aircraft with registration number 5N-FGT and was welcomed by Governor Babajide Sanwo-Olu and some members of the Lagos State Executive Council.He had later boarded a chopper to Lekki, where he inaugurated the multi-billion dollars Dangote Fertiliser Plant.President Buhari was also at the ongoing construction at the Dangote Refinery, as well as the Lekki Deep Sea Port. One of the top sources revealed that Buhari did not give Tinubu any attention during the visit, an obvious public snub that was pregnant with meanings.“It was a complete disgrace. He was not allowed near him. We believed they never exchanged greetings. And this is coming days before the APC convention in Abuja,” one of the sources said.”You can see from the pictures taken at the event that Tinubu was not even close to the President. They made sure he was not close enough to the President to allow for chit-chat,” another source said. Speaking at the inauguration of the new Terminal Building, Murtala Muhammed International Airport, Lagos, Buhari had tasked the Minister of Aviation, Hadi Sirika, to fast-track the airport concession programme, to boost aviation practice in the country and make the aviation industry reflect global standards.Tinubu had about two months ago gone to meet Buhari in Abuja, informing him about his 2023 presidential ambition, saying it was his “lifelong ambition.”In the APC circles, up to five other presidential aspirants have emerged although some party members believe that Tinubu stands taller than them, with his influence as the APC National Leader.?
