E2%80%93intelligence-agencies ISIS Terrorists Could Attack US By April 2022 –Intelligence Agencies

The Islamic State group’s affiliate in Afghanistan is poised to develop the capability to launch attacks against the US in as soon as six months, US intelligence agencies believe.
One of the Pentagon’s top civilian officials revealed the assessment at a Senate hearing Tuesday morning, seemingly surprising some members on the dais at a time of widespread scrutiny into whether the Joe Biden administration made the right decision to withdraw fully from its longest war zone, U.S. News reports.

“It’s precisely that threat that we need to remain vigilant, and disrupt,” Colin Kahl, the undersecretary of defence for policy, told the Senate Armed Services Committee on Tuesday morning – the latest hearing into the calamitous U.S. pullout from Afghanistan. “We actually are fairly certain they have the intention to do so.”
 
Kahl said the terrorist network, known as ISIS-K, ISKP or IS-Khorasan, among others, “could potentially” develop the capability to launch external attacks within six-12 months. Likewise al-Qaida, which maintains safe havens in Afghanistan now under control of its allies the Taliban, “could potentially” have that capability in one-two years, Kahl added, citing U.S. intelligence assessments.
Analysts believe the Islamic State group’s Afghan presence represents perhaps the most potent foreign threat to America.
 
“Right now, ISIS-K is probably the most capable in terms of orchestrating a plot that could be a viable threat to the U.S. homeland,” Colin Clarke, senior research fellow at private intelligence firm The Soufan Group, tells U.S. News. Other Islamic State group affiliates, including in West Africa and Central Africa, have momentum but are more focused on local issues.
 
Others believe the threat timeline ISIS-K presents is not unique.
 
“Al-Qaida is far better positioned with its safe haven in Afghanistan,” says Bill Roggio, senior fellow at the Foundation for Defense of Democracies, who has mapped in detail the terrorist threats in and around Afghanistan. “ISIS-K is fighting for survival against the Taliban and al-Qaida.”
 
“All al-Qaida and ISIS branches have the potential to plot and execute attacks,” Roggio says. He points out, for example, that the U.S. continues to target al-Qaida attack planners in Syria.
 
 
President Joe Biden based his contentious decision to end the U.S. military presence in Afghanistan after 20 years at least in part on the apparent success in crippling al-Qaida after it carried out the Sept. 11 attacks that first launched the war.
 
“The U.S. did what we went to do in Afghanistan,” Biden said in a press conference in the White House East Room in July to justify his decision. He cited killing al-Qaida leader Osama bin Laden, the supposed degradation of terrorist groups in the country and preventing it from becoming a safe haven to plan attacks against the U.S.
 
The U.S. diplomatic and intelligence presence in Afghanistan have also withdrawn following the stunning collapse in August of the Western-backed government in Kabul. That fallout has raised questions from Republicans and Democrats alike on Capitol Hill about the extent to which the U.S. can maintain pressure on terrorist groups in a country into which it has limited visibility.
 
The Pentagon has said consistently since August it maintains the capability to launch counterterror operations in Afghanistan against America’s enemies but has refused to provide more specifics. Analysts, legislators and other critics have since seized upon an errant drone strike in the final days of the emergency U.S. withdrawal that targeted terrorists but accidentally killed an aid worker and other civilians as an example of the new limitations on current counterterror capabilities.
 
Among the greatest limiting factors is U.S. access to the land-locked country, combined with thorny relations with its neighbours, chiefly Pakistan. The supposed U.S. ally has also maintained strong connections with Taliban networks in the region.
 
Kahl confirmed recent reporting that the U.S. is currently engaged in talks with Pakistan to maintain its current agreements to use Pakistani airspace to launch attacks against terrorist threats in Afghanistan. It remains unclear the extent to which Islamabad would cooperate with the U.S. and not work secretly to undermine its missions.

Nigeria’s Health Ministry Plans To Borrow N82 Billion To Buy Mosquito Nets

The Nigerian Senate has condemned a proposal by the Federal Ministry of Health to borrow $200 million (N82,070,388,916.76) under the malaria programme to buy mosquito nets in the 2022 budget.
A member of the Senate Committee on Health, Gershom Bassey on Tuesday opposed the move by the Ministry during the 2022 budget defence of the Federal Ministry of Health.

Bassey told the Permanent Secretary, Mahmuda Mamman that the proposal with respect to borrowing $200 million (about N82 billion at the official exchange rate of N410 to a dollar) to purchase mosquito nets was outrageous considering the amount involved. 
The Committee’s condemnation was in response to the Permanent Secretary’s earlier submission of the intention to borrow the said amount for the purchase of mosquito nets.
The panel further demanded the total needs of the agency to ascertain if there was a need for borrowing.
Meanwhile, the Executive Director, National Primary Health Care Development Agency, NPHCDA, Faisal Shuaib had said the $200 million was for importation and local production of mosquito nets.
Committee Chairman on Health in the Senate, Senator Ibrahim Oloriegbe, in his reaction, said the idea of borrowing money from World Bank is “money and job for the boys” by somebody in Washington, D.C.

Pan-Yoruba socio-cultural group, Afenifere says it will not sacrifice the interest of the Yoruba people in a bid to keep Nigeria one.
The group stated this in a communique issued at the end of its meeting held at the home of its acting leader, Ayo Adebanjo in Ijebu-Ode, Ogun State.

Afenifere in the communique signed by its Publicity Secretary, Jare Ajayi said it is convinced that no matter which party takes over the government in 2023, the problems confronting Nigeria will remain.
It further said the two options open for Nigeria is either to go back to the 1963 Constitution or convene a meeting of ethnic nationalities and related stakeholders.
It said, “For sure, Afenifere believes in the unity of Nigeria but not at the expense of Yoruba interest. To us, the truism, ‘charity begins at home’ means so much to us.
“Afenifere seriously and comprehensively considered the current political trajectory of the country. The meeting was in no doubt that most, if not all of the problems bedevilling Nigeria would not have arisen if the original constitution agreed upon by our founding fathers had not been jettisoned. 
”The country should go back to the 1963 Constitution that was abrogated by the military or in the alternative, the meeting of ethnic nationalities and related stakeholders should be conveyed. Such a meeting would provide an opportunity for all of us to redefine the basis of staying together. We are still very much convinced that it is in either of the two propositions that solutions to numerous problems afflicting Nigeria lie.” Afenifere further said the 1999 constitution should be replaced and the country restructured before the 2023 general elections
It added, “Restructuring that berths true federalism must take place before the 2023 elections. We recall that many issues that Afenifere initiated could be unpopular at the beginning. For insisting on true federalism, we were dubbed as separatists. 
“But we are not perturbed. For, we were usually vindicated at the end of the day whenever we take a principled position. We have no doubt whatsoever that no matter the party that takes over in 2023, the problems of Nigeria will remain, if not aggravated if the present Constitution is not changed to devolve power with true federalism entrenched.”
The group called on the Nigerian Government to declare kidnappers and bandits as terrorists and be treated as such
“It is unfortunate that attitude of the authority on the issue of security in the country has not succeeded in stemming the increasing spate of insecurity in the country. 
“On the contrary, bandits and terrorists kept getting emboldened to perpetuate their nefarious activities. It is ironic that some individuals could be seeking clemency for terrorists who are maiming and killing the people without any thoughts for the victims.”
Those at the meeting were the Deputy Leader, Oba Oladipo Olaitan, the Assistant Secretary-General, Leke Mabinuori, Chief Cornelius Adebayo, Dr Olusegun Mimiko, Chief Supo Sonibare, Abagun Kole Omololu, Senator Kofoworola Bucknor-Akerele, Senator Gbenga Kaka, Chief Dayo Duyile, Dr Yomi Atte and Prof Opeyemi Agbaje among others.

Ifeanyi Ejiofor, lawyer to the leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu has said “a number of compelling applications will be heard on the 10th day of November 2021” when the IPOB leader appears in court. 
The lawyer said the Nigerian government cannot have an advantage on infringing on Kanu’s human rights at this period, because the global institutions have got involved.

Ejiofor said this in a statement to give an update on the legal team’s routine visit to Kanu, which was made available to SaharaReporters on Tuesday. 
He stated further that Kanu’s supporters should remain focused, adding that his client has been briefed on the United Nations Working Group’s involvement in the matter. 
The statement read, “Our today’s routine visit to our Client – Onyendu Mazi Nnamdi Kanu offered us a unique opportunity to review our approach, and to build on the subsisting progress so far recorded. 
“He is profoundly grateful for the uncommon solidarity so far demonstrated by UmuChineke, and particularly impressed by your resilience. 
“To this end, he implores you millions of his followers to remain focused, never to be distracted by those who want to exploit the opportunity his temporary absence created for their selfish purpose(s). 
“He is firm and stable, awaiting patiently his appearance in court come 10th of November 2021.
“A number of compelling applications will be heard on the 10th day of November 2021. The full details will be made public on this date.
“Onyendu Mazi Nnamdi Kanu was properly briefed on the urgent demands of United Nation’s Working Group, and consequences of the failure of the States affected by this instruction to comply with their demand.

Discredited Minister, Fani-Kayode Asks Court To Dismiss Ex-wife’s N800million Damages Suit

Former Aviation Minister, Femi Fani-Kayode has joined issue at the Federal High Court, Abuja against Precious Chikwendu, his estranged wife.
Chikwendu, a former beauty queen, had instituted a fundamental rights enforcement suit at the Federal High Court against Fani-Kayode, the Inspector-General of Police, his officers and others wherein she is claiming the sum of N800 million as damages.

Other respondents are the Deputy Inspector General of Police Force CID, Commissioner of Police, Abuja, and CSP James Idachaba OC Legal (CID) FCT Command.
The plaintiff is demanding the said amount because of the alleged role played by the respondents in intimidating and harassing her during the pendency of her custody suit.
Specifically, Chikwendu has asked the court to restrain the IGP and his officers and men from threatening and harassing her in any form whatsoever pending the hearing and determination of her suit, which seeks the custody of her four children with Fani-Kayode.
However, in a bid to clear his name, the ex-minister has filed a counter affidavit in opposition to the suit, and therefore asked the court to dismiss the suit for lacking in merit as well as constituting an abuse of court process, Independent reports. 
Fani-Kayode revealed that he has read the 23 paragraphs supporting the affidavit of his ex-wife and said, “I know that they are concocted facts, presented by subterfuge, in order to mislead the Court and frustrate the administration of justice.”
“I know that the instant suit is nothing but a smoke screen intended to avoid the long arms of justice and to malign me. There is no merit whatsoever in this suit, which was filed in abuse of court and judicial process. It is in the interest of justice to dismiss this suit for lacking in merit. 
“I conscientiously depose to this counter-affidavit from facts within my personal knowledge, and in good faith, believing same to be in accordance with the Oaths Act currently in force,” the embattled former Minister stated.
On alleged separation from children, he stated, “Furthermore, contrary to Paragraphs 4 & 5, it is not correct that the Applicant was violently separated from her children.
“Rather, she elected to leave her matrimonial home and consciously abandon the children, in order to optimize without restraints, her extra-marital and inordinate sexual escapades”.
“As a fact, it is not surprising that Ms. Precious Chikwendu is capable of such reckless abandonment, because: whilst she was with me in the house afore described, she employed 12 in-house nannies to cater for the children, excluding supervisors and nurses who equally attend to them; the Applicant did not at anytime extend maternal care to the children, for the reason that she had a medical condition which deprived her of any filial bond with them; she deprived the children of the natural sucks or breast milk, also on account of the need to preserve her body shape, coupled with a contrived medical condition which she claimed would not permit her to breast feed them.”
He further noted, “Despite the enormity of the Applicant’s brazen amoral acts, several entities had been made to her, in returning home or visiting the children, but she completely rebuffed all.
“In a recent letter which was written to her Solicitor handling the matrimonial case, his attention was drawn to the fact that there has been no time that the Applicant was deprived physical access to her children, in as much as she has been speaking to them on the phone and doing video calls with them.”

E2%80%99s-phone BUSTED: How Several Credit Card Numbers Were Found In Nigerian Musician, Naira Marley’s Phone

The Economic and Financial Crimes Commission (EFCC) has revealed more evidence against Nigerian musician, Azeez Fashola, popularly known as Naira Marley, as his trial resumed at a Lagos High Court on Tuesday.
 
Naira Marley was arraigned by the EFCC on May 20, 2019 on 11 counts bordering on conspiracy, possession of counterfeit credit cards and fraud, to which he pleaded not guilty.

The charge with suit number FHC/L/178C/19 was filed before a Lagos State High Court.
 
Some of the credit cards, according to the EFCC, bore the names- Nicole Louise Malyon, and Timea Fedorne Tatar.
 
The alleged crime contravenes the Money Laundering (Prohibition) Act and the Cyber Crimes Act.
 
The second prosecution witness, Augustine Anosike, a forensic expert with the EFCC told Justice Nicholas Oweibo how several credit card numbers were extracted while analysing the contents of a total of 2,410 messages found in the defendant’s mobile phone, Politics Nigeria reports.
 
At the sitting, Augustine, who continued his examination in chief, told the court that Exhibit F was a conclusion of his analysis of the defendant’s iPhone X version 10.6, model A 1901, with number 07427343432 and an email, naimarley@icloud.com.
 
He also gave the IMEL number of the iPhone as: 35304509527532 as well as the SIM ICCID number as 8923420035948359826.
 
Led in evidence by the prosecution counsel, Rotimi Oyedepo, he also told the court that “Apple iPhone is a sophisticated device capable of storing a large volume of information.
 
“It is the SIM card that basically identifies users of applications like WhatsApp. It, therefore, means that as long as a number has already been registered with a particular WhatsApp account, it matters less if such a user leaves the country.
 
 “There are cases where a WhatsApp application can still be used even though the registered SIM card is not inserted in the phone. The chatting app used in the analysed device was WhatsApp.
 
“A total of 977 Short Message Service (SMS) and 1433 chat messages were discovered.
 
“We also discovered seven pending status update messages. On November 26, 2018, there was an outgoing message registered about 3.32 pm, with a credit card number 5264711020433662.
 
“This message was sent to one Yadd. On December 11, 2018, there was an incoming message to the defendant’s device which read: ‘Your One Time Passcode (OTP) to verify your mobile number is 248716; wasn’t you, please call us on 63450808500.’”
 
According to him, another message was sent at 5.06 pm by one Hiya Bayi to a recipient with the name Raze on the same say.
 
The content of the message, he told the court, was another credit card number 42658840359132.
 
“The number of the sender is +447426343432, while that of the receiver is +447365280441.
“The incoming message reflected at 6.18 pm showed ‘Not recognized’.
 
“Other messages received on the same date include: ‘due to try in 20 minutes,’” he added.
 
The prosecution witness, while giving further evidence, told the court that there was an incoming message which read: “Tried and it was unsuccessful; sure you are not rinsing it out then giving it to me to try.”
This was said to have been received on December 12, 2018, at 10.16 pm.
 
The second prosecution witness also revealed several credit card numbers sent on different dates and times as well as OTP codes sent found in the defendant’s phone.
 
All the analysed texts were fully contained in a Compact Disc (CD), the prosecution counsel told the court. He noted that the prosecution had only printed out those portions it considered material to its case.
 
However, he asked both the court and the defence counsel, Olalekan Ojo, SAN, if the prosecution could bring a projector to play the CD in the open court or not, which was granted by Justice Oweibo.
 
The matter was adjourned to October 27, 2021, for the prosecution to play the CD on a projector, as Ojo did not raise any objection to the request by the prosecution.

Buhari Government Dares IPOB On Anambra Election, Deploys 100 Senior Officers To Coordinate Security

The Nigerian government has dared the Indigenous People of Biafra (IPOB) over the group’s threat that the November 6 governorship election in Anambra State would not hold.
IPOB said the election would not hold if its detained leader, Nnamdi Kanu was not released unconditionally by November 4.

Kanu has been detained by the Department of State Services (DSS) after he was renditioned from Kenya to Nigeria by the Muhammadu Buhari-led government.
The group had also said there would be a seven-day lockdown of the South-East Zone, called sit-at-home protest.
It had also warned residents of the zone against flouting the impending sit-at-home directive.
However, ahead of the election, the Inspector-General of Police (IGP), Usman Baba, has ordered not less than 100 senior police officers to coordinate the provision of adequate security in the state.
The senior officers deployed in Anambra comprise two Deputy Inspectors General of Police, five Assistant Inspectors-General of Police, 14 Commissioners of Police, 31 Deputy Commissioners of Police and 48 Assistant Commissioners of Police to Anambra.
 
A statement by the Force Public Relations Officer, Frank Mba, disclosed that the officers would be led by the DIG in charge of Force Criminal Investigation Department (FCID), Joseph Egbunike.
Egbunike led the panel that investigated the allegations against the suspended commander of the IGP Intelligence Response Team that he had shady dealings with a self-confessed internet fraudster, Abass Ramon, aka Hushpuppi.
The Force PRO said Egbunike will oversee the implementation of the Operation Order evolved from the Election Security Threat Assessment, to ensure peace and that citizens are able to perform their civic responsibilities without harassment.
He added that Egbunike will be assisted by the DIG in charge of Operations, Acting DIG Zaki Ahmed.
 
The statement added, “The Senior Officers are to coordinate human and other operational deployments in the three (3) Senatorial Districts, twenty-one (21) Local Government Areas and the 5720 polling units in Anambra State.”

At least six persons have been killed by gunmen suspected to be bandits in Unguwar Samanja village, Faskari Local Government Area of Katsina State.
Residents said the bandits stormed the village around 5:49 pm on Sunday when residents were preparing for prayer.

According to them, the bandits operated for many hours unchecked.
It was learnt that on arrival at the village on motorcycles, the gunmen started shooting indiscriminately, resulting in the death of the victims.
 
The gunmen also abducted a yet-to-be ascertained number of people.
 
Katsina, despite being the home state of President Muhammadu Buhari has witnessed sporadic attacks by bandits and kidnappers that have claimed the lives of many.
 
Over 700 people have been reportedly killed by the gunmen in Jibia, Kankara, Dutsinma, Musawa, Danmusa and Safana local government areas of the state in the last five months.
 
On December 11, 2020, some bandits kidnapped 344 students of Government Science Secondary School, Kankara, while Buhari was on a visit to the state. They were released about a week later.
 
Also on December 19, 84 Islamiyya students of Hizburrahim Islamiyya in Mahuta village, in the Dandume Local Government Area of the state were abducted but rescued shortly after.

President Muhammadu Buhari has said his government focused on tackling the menace of corruption, insecurity and climate change in the country.
The president made the claim during the opening ceremony of the Future Investment Initiative Institute conference on Tuesday.

The three-day plenary sessions, focuses on the theme, “Invest in Humanity”.
 
He said when he assumed power six years ago, his government took the decision to invest for a long-term future with a focus on more inclusive sectors such as agriculture, ICT and mining.
 
Buhari also claimed his government had been proactive in tackling corruption, insecurity and climate change and introducing a Social Investment Programme.
 
His speech reads: “Investing in humanity is investing in our collective survival. This is why we in Nigeria we believe that public and private partnership should focus on increasing investments in health, education, capacity building, youth empowerment, gender equality, poverty eradication, climate change and food security. By so doing, it will go a long way in re- energizing the global economy in a post COVID-19 era.
 
“Nigeria’s population today exceeds 200 million people. Some 70 percent are under 35 years old. When we came into government in 2015, we were quick to realise that long-term peace and stability of our country is dependent on having inclusive and humane policies.
 
“In the past six years, our government took very painful but necessary decisions to invest for a long-term prosperous future knowing very well that this will come with short term pains.
 
“We focused on the following areas: a. diversification from oil to more inclusive sectors such as agriculture, ICT and mining; b. tackling corruption, insecurity and climate change; and c. introducing a Social Investment Program.
 
“We introduced policies that supported investments in agriculture and food processing. We provided loans and technical support to small holder farmers, through the Anchor Borrowers Program.”

International Criminal Court Will Soon Teach Top People In Buhari Government In Language They Understand – IPOB

The Indigenous People of Biafra (IPOB) has said the Nigerian government has landed itself in trouble for bringing its leader, Nnamdi Kanu to the country through an extraordinary rendition in June.
 
The group said this in its reaction to the Presidential media aide, Garba Shehu’s statement that Kanu’s extradition and prosecution will weaken the pro-Biafra separatist group.

IPOB, through its spokesperson, Emma Powerful, in a statement made available to SaharaReporters disclosed this on Tuesday.
 
Shehu while reacting to the article published by The Economist said, “In the South-East, IPOB – which the Economist rightly describes as ‘delusional’ – the arrest and present trial of the terrorist leader of the group is the beginning of its demise. The President’s administration is redoubling efforts to have IPOB rightfully designated as a terrorist group by our allies outside of Nigeria – an act which will collapse their ability to transact gains from crime and extortion in foreign currencies.”
 
Reacting, IPOB’s statement partly read, “We are surprised at the level of cluelessness and ignorance displayed by Garba Shehu about the operations of IPOB. We, therefore, want to assure him and his co-travellers that the extraordinary rendition of our leader Mazi Nnamdi Kanu will rather destroy Nigeria and not IPOB. By kidnapping and renditioning Mazi Nnamdi Kanu, Nigeria has committed an international crime and must not go unpunished.
 
“The world doesn’t need any further proof that IPOB is a peaceful movement. The kidnap of its Leader by the Nigerian Government is a crime that must be punished. So, by this singular violation of international law, Nigeria is in trouble already but instead of admitting the obvious, its officials are busy playing to the gallery.
 
“But very soon, the masterminds of this heinous crime will be rounded up and handed over to the International Criminal Court, ICC for prosecution. IPOB is not a push-over movement, and we cannot be intimidated. Just very soon our oppressors will be taught by ICC in the language they understand.”
 
The secessionist group also reacted to the National Security Adviser, Babagana Monguno who said the security operatives will curb IPOB’s violent activities as the Anambra State governorship election slated for November 6 draws near.
 
Monguno had said, “We will not allow people to start looting, destroying public property, and resorting to not just intimidation, terrorising people, possibly arson and even homicide. This will not be accepted. The law enforcement agencies have been asked to watch out for such elements.”
 
IPOB reacted by saying, “We want Garba Shehu, Monguno, and the Attorney General of Nigeria, Abubakar Malami to stop displaying their ignorance of international law. They should stop the media trial of our Leader whose matter is already pending in a court of law.
 
“Monguno must settle terrorists and bandits he encourages and supports to cause havoc in the North East and North West of Nigeria because ordinary civilians and Christians there have seen hell from his plots and killings.
 
“He should play his politics to salvage his land from the hands of vampires ravaging North East and North West of Nigeria. Mungono, leave IPOB alone and face what is facing you and your people.
 
“This is not 1970 when the world looked the other way while they committed mass atrocities in Biafra land. IPOB is getting stronger by Kanu’s rendition while Nigeria is headed for destruction.”
