Policing And Inequitable Society By Evans Ufeli Esq

Every society runs on systems established by law, conventions, traditions and customs. Where the system promotes justice, equity and fairness an automation is created to reward meritocracy, hard work and diligence but where the system deploys injustice against the masses such that the economic reality of the “haves” and “have nots” becomes like the difference between night and day , institutions will become weak while a few individuals will become so powerful that the law enforcement agencies like the police will appear inferior to these very few. 
This is the problem with policing in Nigeria. Not only is the average Nigerian police man intimidated, he is often hardly a success story. He is deployed to take care of the elites where he gets intimidated by the outlandish lifestyle of the elites. He soon becomes an errand boy in anticipation for financial reward to augment his very poor wages. The Nigerian policeman is already battered by his background which is often from the lowest cadre of society, then he gets thrown into a horrible police college for recruitment with zero facilities and a complete run-downed structure.

The policeman starts to fend for himself while in training, he is improperly fed, practically abused and soon he discovers that he must buy the paraphernalia of  his training for himself or face sanctions created by the system. The policeman is shown ambivalence as he get grounded in avarice at this stage by the system and taught impliedly to weaponize same against the larger society to find a place in it. 
The psychological makeup of the averaged Nigerian policeman is so damaged that the bout for survival has so consumed him that he hardly remembers he is a policeman. Even with this contradictions he is armed with automatic raffles with an unimaginable propensity to abuse the authority of his office.
A visit to the police college readily offers the answers as to why some policemen work completely against the society they should protect. The police college in Nigeria is like a prison yard where officers are abused in the name of training. It is from the police college that the worse sets of officers are incubated before they are released to society with AK47s to go do maximum damage.
The fight against crime though still their primary objective, some impecunious officers turn even the fight against criminality to a means of sustenance where they negotiate with suspects to part away with proceeds of crime so respite is offer to the suspect in exchange. At certain stage the policeman become friends with random ‘wealthy citizens’ with questionable sources of income. These citizens send policemen on errand to whisk and clam-down on their perceived enemies in return the policemen are paid huge sum of monies by these folks. 7The social class imbalance of the Nigerian society is taking a toll on our socio-economic condition, influencing behavior at every facet of the social order. With this mis-adventurous reality the masses have become the most affected in the midst of all these as the police have become an albatross against them. The police brutalized the masses while they remain subservient to the elites. I would therefore advocate that the problem in the police force cannot be addressed in isolation of the socio-economic realities of our country and the debilitating inequalities that exist therein. The policeman must be made to go through training devoid contempt and hash economic reality. He must be cared for otherwise he will resort to a lunatic, beggar or both and society will bear the consequences of his nuisance value.
The Nigerian society must address the welfare of police officers and monitor them closely against greed and criminality. Many policemen in Nigeria enable crime and support thieves to ruin society. We must ignite a rebirth in the police force and surrender absolute loyalty to country hood by protecting one another and promoting a common cause for social Justice.

E2%80%93-national No Elections In 2023 Until Buhari Restructures Nigeria, Renegotiates Unity – National Democratic Coalition

The National Democratic Coalition has stated that there would not be 2023 elections in Nigeria until the country is “repaired, restructured and its foundation reinforced or completely redone.” 
The United States’ chapter of NADECO stated this in a release sent to SaharaReporters noting that Nigeria’s restructuring is not simply a matter of political parlor discourse, but a requirement for survival. 

NADECO in the released signed by Executive Director, Dr Lloyd Ukwu, said current events and discussions emanating from the cabals in Aso Rock and the All Progressives Congress relating to the 2023 Presidential Elections were only a distraction. 
The release said, “NADECO USA hereby forewarns that the only way for Nigeria to survive intact is to repair Nigeria first before the 2023 Presidential Elections.
“NADECO (USA) reiterates its position that there cannot and should not be 2023 elections unless Nigeria is repaired, fixed, restructured and its foundation reinforced or completely redone.
“NADECO (USA) has taken this position after much thought and discussion for many reasons preeminent amongst which are as follows:
“Undoubtedly, the 2023 elections are clearly being used as a  decoy and calculated distraction by the APC and Buhari administration to derail talks of restructuring Nigeria. Two, 2023 elections have been perfected as a big tantaliser to keep the “slaves quiet on the Plantation.” 
“NADECO (USA) believes that the evidence is clear that APC will approach the South-West making them believe that if they “behave themselves”, act as “good boys”, then the Presidency could be theirs. The South-West will then be been given a list of what is expected of them, based upon the premise that the Yoruba must be whipped into line and submission, before the self-acclaimed “King Makers” will even consider making a Yoruba person the next President, the first since Obasanjo.
“NADECO (USA) notes that the same tantalizer will thereafter be dangled to the South-East with the same narrative and demanding the same “good behavior” from the Igbo cluster. This time, they will promise an Igbo in Aso Rock for the first time ever and an Igbo as Head of State for the first time since Azikiwe 55 years ago. 
“All of these scenarios are politically manufactured falsehoods crafted and designed to set a political fire in the South and to keep the crabs from helping one another out of the pot. Yorubas will fight Igbos, Igbos will fight back. Igbos and Yorubas will fight the Niger Delta zone who will likewise respond in kind or with greater ferocity borne of bottled up anger and frustration at the daily rape of their land, the Niger Delta youth and their oil reserves by the North. 
“NADECO (USA) reiterates that the only way to repair Nigeria is to restructure Nigeria. What sense does it make to plan for what is being positioned to be at best a symbolic event when the reality of the continued life and death of Nigeria is an ignored question pressing itself more and more each day that passes. 
“NADECO (USA) presents what is obvious – Nigeria is dying and doing so speedily. Nigeria’s prognosis is terrible. Why would APC suck Nigerians into unnecessary and already rigged 2023 elections that are more tawdry political theatre than the will of the People? 
“NADECO (USA) therefore unreservedly and unequivocally calls for NO ELECTIONS UNLESS and UNTIL the country is restructured or the 1999 Constitution replaced, not amended. NADECO (USA) further notes that this is not the first time that Nigeria has come close to almost being restructured. Unfortunately, history teaches us that the Nigerian government under Northern leaders, for some reason they have never been required to divulge, has always kicked against repairing Nigeria in the spirit of rule of law, equity, freedom, fairness, and justice. 
“What is it that exactly scares the Federal Government of Nigeria from making sure that the country becomes a livable place for all Nigerians regardless of creed, religion, or ethnicity?What exactly is the ulterior reason for the continuation of neo-colonial and genocidal oppression by the North against against the remainder of Nigeria?”

How Buhari, Jonathan, Sultan, Other Top Nigerians Made Miyetti Allah Untouchable Despite Atrocities

In the last six years, different interest groups in Nigeria have asked the Muhammadu Buhari-led government to label the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) a terrorist group over its alleged involvement in banditry activities.
The group had been accused of being responsible for the killings and slaughtering of innocent people in North-Central, South-East, South-West, and South-South regions.

Formed in the early 1970s and headquartered in Kaduna State, MACBAN was as an advocacy group for Fulani herders for many decades. 
The activities of the organisation involved liaising with the government on behalf of pastoralists, land use rights, nomadic education and conflict resolution between pastoralists and farmers.
It also supported protecting and increasing grazing reserves for cattle breeders in the country. However, not all pastoralists intended to stay within grazing reserves and the organisation provided information to convince grazing reserve skeptics among the nomads to buy into the idea.
As the major promoter of welfare of Fulani pastoralists, increase in clashes between herders and farming communities, mostly from other ethnic groups since the Buhari-led government brought MACBAN into a wider consciousness.
With death tolls on the rise, many people pointed accusatory fingers at the group.
However, some notable Nigerians of Fulani extraction and others who are patrons and board of trustees’ members of the association have made it untouchable.
Serving as grand patrons of the association are President Buhari and his predecessor, Goodluck Jonathan.
According to Wikipedia, the MACBAN’s board of trustees is always led by the Sultan of Sokoto.
“The group’s board of trustees is led by the Sultan of Sokoto and it receives funding from the board and other donors. The national chairman is elected every four years. When MACBAN was founded it received support from Sultan Abubakar III, Aminu, Emir Zazzau, Usman Nagogo, the Emir of Katsina and Ado Bayero, late Emir of Kano. The emirs of these emirates compose a part of the group’s board of trustees,” information about the group reads.
Muhammadu Sanusi, deposed Emir of Kano had in 2018 said he was a patron of the association.
“As I understand it when Miyetti Allah was first set up, they requested a few Fulani emirs to be their patrons in their capacity as emirs. The first grand patron was Sultan Abubakar III and he was replaced by successive Sultans – Dasuki, Maccido and Saad Abubakar now,” he told Punch. 
“Other patrons were emir of Kano, Lamido of Adamawa and emirs of Zazzau and Katsina, I believe. So, my predecessor was a patron and on my ascension to the throne, I became a patron. This is all nominal.”

Nigerian Muslim Activists Wear #BuhariMustGo T-Shirts To Juma’at Prayer In Abuja

A group of Muslim activists on Friday attended a Juma’at prayer at the Central Mosque Gwagwalada Area Council of Federal Capital Territory, Abuja, wearing T.Shirts with inscriptions #BuhariMustGo. 
The activists, who had earlier observed their prayers inside a mosque near Aguma palace, later joined other muslim faithful at the overflow of the Central Mosque to observe the Juma’at prayer. 

The youths decried the inadequate water supply and electricity in the area as well as the corruption, insecurity and bad governance ravaging the country. 
The activists, who dared security operatives in the area, insisted that President Muhammadu Buhari must resign from office for his incompetence and hardship he had brought upon Nigerians. 

The youths were seeing exchanging greetings with their friends shortly after the prayer. 
It would be recalled that five activists and worshippers were arrested and brutalised at the Dunamis International Gospel Centre (Glory Dome) by the church security on July 4. 

They were thereafter handed over to the operatives of Department of State Services for wearing #BuhariMustGo T.Shirts. 
The overzealous security operatives seized their mobile phones and forced them to delete the Facebook live stream. 
They were detained in an underground cell at the DSS headquarters for more than 30 days and also prevented them from seeing their lawyer and families. 
The activists insisted that they committed no offence for wearing the T.Shirts.

The secret police later on Tuesday bowed to the pressure from Nigerians and released the young Nigerians.

E2%80%93-abia-government-warns IPOB Must Not Enforce Sit-at-home On Residents – Abia Government Warns

The Abia State Government has kicked against the move by members of the Indigenous People of Biafra to enforce a sit-at-home order in the state.
The state government said no one must be coerced into obeying the sit-at-home order. 

Last week, IPOB announced a total lockdown of social and economic activities every Monday starting from August 9 in the South-East region of the country.
According to the group, the sit-at-home protest would be observed weekly to demand the freedom of its incarcerated leader, Nnamdi Kanu who has been in the custody of the Department of State Services for over a month.
But in its reaction, the state stated that it would not fold its hands and watch as people are forced against their wish or children stopped from going to schools.
The state government also declared that it is actively monitoring the situation with the IPOB leader. 
The embattled secessionist leader hails from Afaraukwu, a community in Umuahia, the capital of Abia State.
The state government also vowed to ensure that Kanu’s fundamental human rights be respected in the ongoing trial at a Federal High Court in Abuja.
In a statement signed by Chief John Okiyi Kalu, the Commissioner for Information of the state, the Abia government said it remained in touch with “his family members, other relevant persons and institutions, and receive regular updates through them on the situation.”
“The Abia State Government is confident that the judiciary will ensure a free and manifestly fair trial for him and others as they remain innocent until proven guilty by a court of competent jurisdiction,” the statement said.
“We, therefore, wish to call on all citizens and visitors to continue to be law abiding and avoid any act that might lead to a breakdown of law and order.
“While the government will not compel anyone wishing to sit at home for any reason whatsoever not to do so, we wish to strongly advise that nobody should also compel or enforce any sit-at-home order from any non-state actor as doing so does not serve any known interests of the people of the state. 
“Furthermore, compelling our children to stay away from schools can only serve the interests of the yet-to-be properly identified persons who may not want to see us make progress as a people. 
“Similarly, our traders sitting at home at a time they need to work very hard to sustain their families and create wealth especially in this era of COVID-19 impacted global economy will obviously not serve any development interest of our hardworking citizens.
“All law abiding citizens and visitors are therefore called upon to go about their normal businesses without fear of molestation as adequate security has been provided to ensure their safety.
“Parents and guardians are also called upon to ensure that they monitor the activities of their children and wards with a view to ensuring that they do not engage in unlawful activities that will put them in harm’s way,” the statement read.

The leader of the Yoruba socio-cultural group, Afenifere, Pa Ayo Adebanjo, has said former Head of State, Ibrahim Babangida, ought to convince President Muhammadu Buhari to convey a national dialogue over the agitations going on in the country. 
Adebanjo added that Babangida did not believe in Nigeria and only made vague statements.

The Afenifere leader stated these in an interview with People’s Gazette, in response to the earlier interview granted by the dictator to Arise TV, where he (Babangida) had claimed that he believed in the future of Nigeria. 
Adebanjo said, “I know Babangida to be neither here nor there. He doesn’t believe in Nigeria. We call him Maradona. Let him come out straight. I can’t be dribbled. He is a dribbler. I know Babangida. What does he mean by that? 
“That can be interpreted in many ways. Come out straight. I believe in one Nigeria. All Nigerians must be equal partners. That must be clear.” 
The Yoruba leader pointed out that the only way to show concern for Nigeria’s future was for Buhari to organise a national dialogue to address issues that threaten the country’s unity.
“In what respect does he (Babangida) believe in Nigeria? A Nigeria in which one ethnic group dominates the others or what? We want to keep Nigeria together. Let us sit down and have a dialogue on the constitution and the Electoral Act slanted against the South. Let Babangida convince Buhari to let us have a dialogue. I’m not interested in vague statements,” he added.

IBB Is Right, The Political Class Divided Nigeria By Fredrick Nwabufo

The advancement of any society revolves around its politics. A system, putrefying and governed by chaos, tells much about the politics of that set-up. A society cannot rise above its politics. Human, economic and social development begins with the right politics. Where politics falters, the country fails.
In ‘The Partitioning of Nigeria ahead of 2023’ of July 7, 2021, I said: ‘’Avarice and prejudice drove European conquistadors to carve up much of Africa like cake. With the gradual end of the transatlantic slave trade spurred by the industrial revolution in Europe, the trespassers, possessed by capitalist fiends, sought sources of raw materials for their industries and markets for their manufactured products. These encroachers considered Africa as ‘’terra nullius’’ – a vast land belonging to no one –, so they struck, usurping natural boundaries and turning brothers into strangers. All for greed, prejudice, and arrogance.’’

‘’But nothing changed after the European raiders left Africa. Only the skin colour and facial features of the oppressors varied. Colonialism by aliens gave way for colonialism by natives; black-on-black oppression. In Nigeria’s case, the worst form of colonialism steeped in prebendalism, carnivory, nepotism, tribalism, corruption and predation took root. Nigeria’s political class are a hybridised version of the European colonial masters.’’
Ibrahim Badamasi Babangida (IBB), former military ruler, piqued my sentiments when he said in an interview with Arise TV on Friday that Nigeria’s political class are not distinct from the colonialists who entrenched a divisive structure to perpetuate their interest.
IBB: ”If you look back; if you take a place like Baga in the north-east; the Igbo man, the Yoruba man travelled up to Baga for trading; he lived very comfortably, he lived very well with the people around there. If you go to Lagos, the same thing; there are Yoruba, Igbo, who hold political appointments at local levels and live very well with the people.
“I think we, the elite, did not succeed in imbibing that culture (culture of unity) for the country; so we rather live with the culture that the Europeans handed over to us — Northern Nigeria; Eastern Nigeria; Western Nigeria. We had in 1963, mid-west, but we did not build ourselves as a nation. The political elite then that were being developed, they run back to their cocoons and accept that, yes, I have to be a thing or do this or that. Till today, unfortunately, the political class are not really into this seriously, and say how do we build a nation?”
Today, those of us who evangelise for a united Nigeria are scorned by a section of Nigerians. The argument is that Nigeria’s unity is tenuous and asphyxiating. But we must keep doing the Lord’s work, proselytising for unity because a united Nigeria remains the most viable venture for all. 
In ‘The Yoruba have won their agitation’ of July 22, 2021, I made postulations on why a united Nigeria guarantees freedom to exist for all, especially those subsumed as ‘’minority groups’’. 
I said: ‘’A united Nigeria remains the most operational means of preserving and protecting the variegated interests of those within the territory. While the ‘’big three’’ — Igbo, Hausa and Yoruba – jostle for sectional dividends, they forget that there are other groups — the presumed minority ethnic nationalities — in the phylum. Nigeria has over 250 ethnic nationalities, but are the supposed small lot lesser citizens? Should the interest of the ‘’big three’’ be the governing aspiration and grail of other groupings in the taxonomy?’’
‘’Have we asked what the Affade in Yobe state; the Afizere in Plateau state; Afo (Eloyi) in Nasarawa state; the Baushi in Niger state; the Boki in Cross River, the Annang in Akwa Ibom, and many other classes under the Nigerian family tree want? Some apostles of secessionism have even conscripted these ethnic nationalities into their abstract territories by fait — without considering their peculiarities. The arrogance of the Igbo, the Yoruba and the Hausa is largely responsible for the parlous state of the country. Nigeria should not rise and fall on ‘’this big three’’. Nigeria is bigger and stronger than any of this group on which the country currently pivots. A united Nigeria guarantees freedom – to exist — for the small ethnic genus.’’   
We need to sanitise or even deodorise our fetid politics. Our predatory politics is killing Nigeria softly. Politics of winner takes it all and loser returns to the trenches to plot on how to bring down the house through insecurity; politics of blood, broken bones and death; politics of corruption, looting and vandalism. 
We do not need to start crusading for unity after every election cycle if we get our politics right. If power is seen as a trust and a tool for pragmatic change by political actors and not as means to pursue vendetta against opponents or to amass prodigious wealth, we will not need to bring out the vuvuzelas in every new administration to wail for unity. 
Our political leaders must realise there is always a point of no return. They must not let Nigeria totter to this point.

A faction of Ohanaeze Ndigbo Worldwide has demanded that the Federal Government should release the leader of Indigenous People of Biafra, Nnamdi Kanu, while urging the Igbo not to embark on the sit-at-home order instructed by IPOB. 
The faction made known in a statement issued by the Secretary-General of the group, Okechukwu Isiguzoro, on Friday.

The group opined that the continuous incarceration of Kanu would attract grave consequences on Nigeria and the Nigerian Government. 
Ohanaeze called on Igbos to ignore the order while urging IPOB to review its stance and think of a better strategy that would lead to the release of Kanu.
The statement reads, “The Sit-at-home declaration aimed at pressurising the Nigerian authorities to release Nnamdi Kanu will destroy the backstage activities and efforts of Igbo leaders and Politicians to use diplomatic means to get him released. 
“There’s hunger and hardship in South-East Nigeria from sad experiences of past sit-at-homes. There were economic losses, destruction of properties, and hikes in prices of food and essential materials across Southeastern Nigeria, and Igbos painstakingly endured untold hardship and this must not continue. 
“Igbos should circumvent the hardships associated with sit-at-home and ignore it and go to their normal businesses on Monday. IPOB should review their stance and unveil more strategic planning with Southern Nigerian Governors and legislators to press for the unconditional release of Nnamdi Kanu without hurting or subjecting the people to sorrow, affliction and despair.”
SaharaReporters recall that IPOB had earlier announced a total lockdown of social and economic activities every Monday starting from August 9 in the South-East region of the country.
IPOB had stated that the sit-at-home protest would be observed weekly to demand the freedom of its incarcerated leader who had been in the custody of the Department of State Services for over a month.

Inspector-General Of Police Deploys New Commissioners To 13 States

The Inspector-General of Police, Usman Alkali Baba, has ordered the posting of Commissioners of Police to 13 state commands including the Federal Capital Territory, Abuja.
The posting of the Senior Officers to the states is part of efforts at repositioning the Nigerian Police Force for greater efficiency, stabilizing the internal security order and scaling up the fight against crimes and criminality in the country.

The affected state commands and Commissioner of Police posted are; Niger State Command, Monday Bala Kuryas; Kwara State Command, Emienbo Tuesday Assayamo; Nasarawa State Command, Soyemi Musbau Adesina; Taraba State Command, Abimbola Shokoya; Benue State Command, Akingbola Olatunji; FCT Police Command, Babaji Sunday; Kogi State Command, Arungwa Nwazue Udo; Kaduna State Command, Abdullahi Mudashiru; Jigawa State Command, Aliyu Sale Tafida; Enugu State Command, Abubakar Lawal; Cross River State Command, Alhassan Aminu; Bayelsa State Command, Echeng Eworo Echeng, and Kebbi State Command, Musa Baba.
Other senior officers deployed are Ndatsu Aliyu Mohammed, a former Commissioner of Police, Enugu State, who is now leading the Anti-Fraud Unit FCID, Abuja; Sikiru Akande, a former Commissioner of Police in Cross River State who is now redeployed to the Department of ICT as the CP ICT, Force Headquarters, Abuja. 
Similarly, CP Bankole Lanre Sikiru is deployed as the CP INTERPOL, FCID Lagos; and CP Augustine Arop is now posted as the Deputy Commandant, Police Staff College Jos.
Alkali Baba charged the officers to justify the confidence reposed in them, assuring citizens of sustained efforts by the force in stabilising security in the country. 
He enjoined citizens in the affected states to cooperate with their new Commissioners of Police for efficient service delivery.

The Kano State Hisbah Board has prohibited the sharing of the bridal shower photographs f Zahra Bayero, who is getting married to Yusuf, son of the President Muhammadu Buhari. 
The Islamic police described sharing of the photos online by Muslims as a sin.

The Emir of Bichi, Nasir Ado-Bayero, had earlier inaugurated a 145-man committee to facilitate a hitch-free wedding Fatiha which will hold on August 20.
Part of the preparations for the wedding Fatiha involved a bridal shower for Zahra, who wore a western-style white gown to the event held on Tuesday in Abuja.
Speaking with BBC Pidgin, the Kano Commander General of Hisbah, Harun Ibn-Sina, said the Emir’s daughter “is not above the law, and failed to set a good example to other Muslims.”
Ibn-Sina forbade people from sharing the photographs and videos from the event, saying it was sinful to do so.

SaharaReporters had reported that some Nigerians highlighted Zahra’s gown, part of which is made from a transparent material, while others pointed out that she did not have her hair covered as is usually done by Muslim women.

Officials of Hisbah in Kano State have over the years forcefully enforced its policies, particularly on dressing, on residents of the state irrespective of their religious affiliation.
The agency has banned stylish haircuts, sagging of trousers and playing of music at social events by disk jockeys.
Hisbah also banned commercial motorcycles and tricycle riders from carrying two women at a time.
Of recent, the Kano State Hisbah Board banned the use of mannequins to display clothes by tailors, supermarkets and boutique owners in the state.
Hisbah Commander-in-Chief, Ustaz Harun Muhammad Sani Ibn Sina, had said the use of mannequins by tailors, boutique owners and others contravenes the provision of Islamic injunctions.
A barber and his customers were also arrested recently for giving and having haircuts which were offensive to Islam.
