Lagos Governor, Sanwo-Olu, Directs All Civil Servants Back To Work From Monday

Lagos State governor, Babajide Sanwo-Olu, has asked all civil servants from below grade level 12 to resume duties from Monday, November 2, 2020.
This was contained in a circular by the Head of Service, Hakeem Muri-Okunola, on Saturday.

The circular reads, “Sequel to the informed recommendation of the Presidential task Force on COVID-19 and the state Ministry of Health advisory on same, it is hereby notified for general information that Mr Governor, Babajide Sanwo-Olu, has approved that all public servants on salary grade 1-12 who were directed to work from home since March 2020 resume at the office with effect from Monday, 2nd November, 2020.
“Furthermore, in order to ensure physical distancing in respective MDAs, accounting officers are to maintain attendance duty roster and ensure strict compliance with COVID-19 protocols in the workplace.”
Recall that civil servants on grade level 12 and below in Lagos had been asked to work from home since March in a bid to curb the spread of COVID-19 in the state.

Minister of Health, Dr Osagie Ehanire.

Dr Osagie Ehanire, Nigeria’s Minister of Health, has said that the government was planning to provide better funding for hospitals so that migration becomes unattractive for doctors in the country.
Ehanire made the comments on Friday in Abuja after inspecting the new Cancer Centre at the National Hospital, Abuja.

He said, “I have heard the challenge of doctors leaving the country. We have plans to provide better funding for our hospitals in Nigeria and make such migration unattractive.”
He added that measures were being put in place to prepare for a potential second wave of COVID-19 pandemic.
“Schools are resuming, people are travelling in and out the country so we must be prepared for any emergency,” he added.

Priest Shot Outside Church In France

A Greek priest has been shot outside his church in Lyon, France.
Saturday’s attack comes 24 hours after a terrorist with a knife attacked many people outside a church in the Southern French city of Nice, killing three and injuring many others.

On October 16, a school teacher was also beheaded in a terror-related attack.
Police say the reason for the new attack was still unclear but not unconnected to tensions over the publication of caricatures mocking Prophet Muhammad.
The priest is in a hospital with life-threatening injuries after being hit in the abdomen, AP reports.
The attacker was alone and fired from a hunting rifle.
Police locked down the neighbourhood around the church and warned the public to stay away.

London-based Islamic Commission Drags President Buhari, Buratai, El-Rufai To ICC Over Zaria Massacre, Asks Nigerian Government To Release El-Zakzaky

A United Kingdom-based Islamic advocacy organisation, Islamic Human Rights Commission, has called on the Nigerian Government to release Sheik Ibrahim El-Zakzaky and his wife, Zeenat, who have been in jail since 2015 on baseless charges.
IHRC disclosed this in its latest communication with the International Criminal Court regarding the Zaria massacres of 2015.

SaharaReporters recall that the London-based Islamic group had earlier dragged President Muhammadu Buhari, Kaduna State governor, Nasir El-Rufai, Chief of Army Staff, Tukur Buratai, to the ICC over the December 12 to 14, 2015 massacre of members of the Islamic Movement in Nigeria.
The organisation accused El-Rufai of compromising the commission of inquiry his government set up to investigate the Zaria killings by demolishing the properties of the Shi’ite group days after the incident.
It also asked the ICC to investigate former Emir of Kano, Muhammadu Sanusi II, and late Emir of Zaria, Shehu Idris, for human rights violation and crimes against humanity over the alleged killing of at least 1,000 followers of the Shi’ite group led by El-Zakzaky.
Other army officers and persons the IHRC asked the ICC to probe for their roles in the massacre are former spokesperson for the Nigerian Army, Sani Usman, General Officer Commanding of the Nigerian Army, Kaduna, Adeniyi Oyebade, Commander, Nigerian Depot, Chief of Defence Staff, Abayomi Olonisakin, Director, Military Intelligence, Chief of Defence Intelligence, AVM Riku Morgan, AK Ibrahim, Commander 1 Division Garrison, Nigerian Army, Kaduna, Col. F.M Babayo, Capt Ben, Adjutant Depot, Nigerian Army; Adeniyi Oyebade, General Officer Commanding, 1 Division Garrison Kaduna; Umar Labdo; Sambo Rigachukun; Bala Lau; Yahaya Jingir and; Kabir Gombe.The rest are Captain Ben, Adjutant Depot, Nigerian Army; Adeniyi Oyebade, General Officer Commanding, 1 Division Garrison Kaduna; Umar Labdo; Sambo Rigachukun; Bala Lau; Yahaya Jingir and; Kabir Gombe.
IHRC in its latest report written by Caterina Aiena, called on the ICC to investigate the Zaria massacre carefully, noting that the action of the army qualifies as a crime against humanity.
The report contains horrific details of the massacre and the destruction of properties owned by the IMN between December 12 and 14, 2015.
According to IHRC, which described the attacks on the Shi’ite group as unprovoked and premeditated, the attack was centred on four properties: the Hussainiyyah and religious centre located at No.1A, Sokoto Road; the home of the IMN leader El-Zakzaky in the Gyellesu neighbourhood of Zaria; the group’s burial ground of Darur-Rahma in Dembo Village on the outskirts of Zaria; and the home and burial place of Hajiya Saliha Muhammad, Sayyid Zakzaky’s late mother in the Jushi neighbourhood of Zaria.
Part of the report reads, “IHRC welcomes the Report on Preliminary Examination Activities 2019 by the Prosecution Office of the International Criminal Court. Nonetheless, IHRC is of the view that in these five years little has been demanded from the Nigerian government by the ICC and other leading international organizations.
“In respect of their role at the forefront of the fight for the protection of human rights, the international community should apply more pressure on the Nigerian authorities and remind the country of its obligations to uphold fundamental human rights. IHRC believes that the Nigerian authorities have been operating outside legal norms on the basis of examination of a number of incidents, within the context of a strategy which aims on one hand at destroying and concealing all evidence incriminating the soldiers responsible for the killings of December 2015, and on the other hand to cripple the Islamic Movement in Nigeria (Islamic Movement).
“This is exemplified by the fact that a) the government has refused to follow the National Commission of Inquiry’s recommendation to prosecute Adeniyi Oyebade, the General Officer Commanding the Nigerian Army’s 1st Division, widely believed to be behind the savage attacks; b) the Attorney-General of a lower state court has started prosecuting Sheikh Ibrahim Zakzaky and his wife, Mallima Zeenah, on the basis of false accusations in a sham trial, in defiance of the 2016 order for their release by the Federal High Court of Justice (a higher national court), who ordered the Department of State Services (DSS) to release Sheikh Zakzaky and his wife Zeenah within 45 days.
“This IHRC communication aims to provide an in-depth update on the happenings since the 2015 massacre occurred, to be seen in the context of continuous violations of the state of law and Zakzaky’s right to receive medical treatment by Nigerian authorities. IHRC believes that the trumped-up charges against Zakzaky and his wife reflect a misguided attempt by the government to conceal its responsibility for a planned and systematic attack by soldiers against unarmed civilians, along with the government’s culpability in a pattern of contempt for due process. In the first part, the report provides an update on the major incidents that have occurred from 2016 to April 2020. In the second and third parts, IHRC has attached two lists: 1) a list of attacks by Nigerian police and/or army against Islamic Movement members, supporters and religious places; 2) an up-to-date list of the people killed during the December 2015 attack in Zaria. RECOMMENDATIONS: IHRC makes the following recommendations to the ICC:
“Take measures to ensure that all evidence of crimes and human rights violations are preserved, including all military and other official records, in particular records relating to the collection and disposal of the bodies of those killed in the attack of December 2015 in Zaria. There is credible evidence that the Nigerian authorities are seeking to destroy this evidence.
“Ensure that the necessary safeguards are in place for the safety and security of witnesses who may testify against the army or the Nigerian Government in any legal process.
“Create and implement mechanisms for exhumations, autopsies and investigations into those killed in December 2015. Bodies interred in mass graves should be exhumed, under the supervision of the ICC or another international body, with a view to conducting independent autopsies by independent and recognized international forensic pathologists to establish the causes and circumstances of death. This process should be done as swiftly as possible, so as to allow bodies of the deceased to be returned to their families for burial in line with their cultural and religious norms.We believe the above steps are necessary in order to allow the ICC to bring successful prosecution.
“The Nigerian authorities have shown over the last 4 years that they have no intention of prosecuting those responsible for this crime. While it is necessary that the ICC follow its procedures, it should not lose sight of this fact or the Nigerian Government and army’s willingness to destroy evidence that points to their culpability. Failure to take the above steps will allow the government and army to erase all evidence of their criminal actions.
“The incidents in Zaria are not the first time that the Nigerian Army has acted in this way. Amnesty International has reported the extra judicial killings of alleged members of Boko Haram by the Nigerian Army. These killings involved them slitting peoples’ throats whilst filming and photographing the atrocities. Such actions amount to a war crime.
“These types of events strongly suggest that at least a section of the Nigerian Army is totally out of control and is committing murder and extra-judicial killings of unarmed civilians with apparent impunity. We recommend that the Nigerian Army’s participation in all international peace missions, organised by the UN or the African Union, be suspended immediately, until the perpetrators are identified and brought to justice.”

EndSARS Killings: Why Lagosians Must Sack Governor Sanwo-Olu And The World Must Demand The Resignation Of Burutai; Nigeria’s Army Chief By Sanyaolu Juwon

For 13 consecutive days, from the 7th of October 2020 down to 20th, we were all over the streets of Nigeria, alongside hundreds of thousands of other young people, demanding a permanent end to the Special Anti-Robbery Squad.
SARS is a police unit tasked with the prevention and combat of violent armed robbery. Notorious for extortion and extrajudicial killings, this police unit have now been nicknamed Special Armed Robbery Squad. 
However, it should be noted that the EndSARS protest may have began as revolt against an infamous police unit. But as the protest grew larger, it became clear to all that it was indeed a revolt against the culture of impunity characterized by bad governance and a burning desire to live in a country that respects citizenship of its people. What began as a protest of a few of us gathered first at the Lagos and Abuja police headquaters and then overnight at the Lagos House of Assembly, snowballed into a massive crowd of thousands at the Lagos House of Assembly, Alausa, and Lekki Toll Gate, Abuja and then across the country. The anger that fired up the whole actions has been culminating in the heart and mind of most of youths and workers for the donkey years.
After we had protested for one week and it was clear to the government that we were not going to backdown until drastic decisions beyond lip service are taken, not only to EndSARS but also to address the culture of impunity, lack of respect for citizenship and misgovernance that have been characteristic of our political leadership over the past 60 years, the government started massive deployment of thugs to attack protesters. At the Lagos House of Assembly barricades Alausa, the Jide Sanwo-Olu led government has been deploying armed thugs to attack the protests and notable faces on the protest grounds. These serial attacks on peaceful protesters in Lagos peaked on early morning of 15th of October when they deployed a large contingent of thugs loaded in a Lagos State bus and armed to the teeth with dangerous ammunitions such as guns, machetes, cutlasses, bottles etc. Many of us sustained injuries and barely escaped with our lives. Similar attacks happened at other protests grounds across the country.  States like Abuja, Oyo, Osun, Ogun etc had similar experiences and some cases, lives were lost. This unprovoked aggression against peaceful protesters incited massive participation of an overwhelming majority who eventually were prepared to make more revolutionary demands on the government. By 19th of October, the protest had taken hold of every nooks and crannies of Lagos. The economy had been practically shutdown by the whims of resistance, even the airports were not spared from the waves of protest that grounded the economy of Lagos; Nigeria’s commercial centre. 

With no “leader” to bribe, afterall, the protest was “leaderless”, the government apparently arrived at a decision to quash the protest at any cost. On the night of October 19, the Lagos State Government announced a curfew which was to take effect on 20th of october by 9pm. Before this time, the Buhari government had intimidated abuja protesters with combined forces of thugs and the military. In responding to this new development we were confronted with, our barricade; the Lagos House of Assembly, Alausa, took an important position on this matter. To be clear, the significance of the Alausa barricades on this matter is much more than the fact that it was domiciled night and day at the Lagos House of Assembly, but also that it is the progenitor, whether directly or indirectly, of all barricades in Lagos (aside Lekki) and encouraged a spring up of other barricades across the country aside Abuja that started more coherently and quite stronger at the beginning. On the 20th of October at exactly 12 noon, the Alausa barricades argued for it’s constitutional right to peaceful assembly and forthwith resolved to continue it’s peaceful occupy of the Lagos House of Assembly. We then communicated same to the Lekki Toll Gate barricades whom we later discovered had come to a similar conclusion earlier than we did. All through this time, we had observed numerous vehicles of the Rapid Response Squad strategically stationed around the our protest ground and it had been clear what there aim were.
At about 4pm, no less than three convoys of military trucks stormed the Alausa protest. They stormed in violently with a clear intent to disperse the protest at whatever cost. They were however taken aback by the level of organized yet harmless and armless resistance they got from the overwhelming numbers of young people gathered therein. It was at this point that they retreated, apparently temporarily. It wasn’t until about 7pm did we begin getting very disturbing reports about how the military had violently dispersed, injured and killed scores of protesters. Our colleagues in Lekki, like all barricades were armed only with the Nigerian flags and solidarity songs, this didnt stop the military from hunting and killing our friends like games. Little did we know they had closed up on us at Alausa too, even though we had longed expected their return. And just like it happened in Lekki, we were hunted down like mere animals. A number of our friends were killed and their lifeless bodies whisked into the ambulance. Those of us that survived being killed couldn’t escape bullet injuries and injuries from other dangerous ammunitions in the possession of the combined forces of military and police. A number of our brave ladies were sexually harassed and we had accounts of attempted rape. It was the same dreadful story at other barricades across Lagos and beyond.
AFTERMATH OF OCTOBER 20 KILLINGS: THE LIES AND CONTRADICTORY REVELATIONS
Nigeria’s ruling elite and particularly the Lagos State Government did not expect the global outrage that greeted the massacre and mindless brutalization of peaceful protesters. They had planned to cover up these atrocities but for the instagram livestream from one DJ Switch that captured the horrors unleashed against Lekki peaceful protesters. The Lekki massacre helped amplify killings and shootings that eventually happened at other places like Alausa, Badagry which in any case, were either under reported or not reported at all.
In all of this madness of massacre, the Lagos State governor, on CNN and several other local and international media, tried to wash his hands off the gory events and subsequently placed the blame of the wicked onslaught on the Nigerian military. The Military who had earlier deny involvement despite visual evidences that suggests otherwise, confessed to have been invited by the governor of Lagos, BabaJide Sanwo-Olu. This shocking confession from the miliitary forced the Lagos governor into making a U-turn on his earlier position of not being aware of military involvement. In reaction to the revelations by the military, Babajide Sanwo-Olu then admitted inviting the military to quash the protest but that he had not asked them to shoot at protesters. Giving the character of the Nigerian armed forces, that position is like saying you invited pack of wolves into the gathering sheeps but did not ask them to attack or kill? Sounds stupid and very hypocritical.
Recall that the Lagos State governor had initially instituted a Judicial panel of Inquiry over extrajudicial killings by the police and SARS. The terms of reference of the committee was then expanded to include an inquiry into the Lekki massacre that took place on October 20. In the light of recent events, in which case, the Nigerian military had admitted being at Lekki and the Lagos State governor had also admitted inviting the military; i therefore posit forthwith that,
1. The panel instituted by the Lagos State governor lacks moral and legal competence to institute a panel to inquire into the killings and shootings of protesters on 20th october, 2020. The governor cannot be a judge over his own case
2. The Lagos State governor and the Chief of Army staff should immediately resign upon admitting to the roles played in the killings of Black Tuesday.
3. That an independent and public panel of inquiry be instituted by the judiciary to probe into the events of black Tuesday. Also recall that the protests began as a revolt against harrassment extrajudicial killings of citizens by SARS. The police IG and the President, Mohammadu Buhari, had announced the disbandment of this rogue police Unit. The tragic events of Black Tuesday, the rising body counts and direct role of the police and military, has proven beyond reasonable doubt that the struggle against police brutality and extrajudicial killings is far from over and Nigerians no doubt will be returning to the barricades sooner than expected.

United States Military Rescues Citizen From Bandits In Nigeria, Kills Many

The United States military has conducted a hostage rescue operation in Northern Nigeria to recover an American citizen, Philip Walton, held captive by a group of armed men. 
Walton was abducted by suspected bandits on October 26 in Niger Republic.

According to ABC News, the operation involved the governments of the U.S., Niger and Nigeria working together to rescue him quickly. 
It said the elite SEAL Team Six carried out the rescue mission and killed all but one of the captors, according to officials with direct knowledge about the operation.
“They were all dead before they knew what happened,” another counterterrorism source with knowledge told ABC News.
The Pentagon lauded the rescue mission in a statement.
“U.S. Forces conducted a hostage rescue operation during the early hours of 31 October in Northern Nigeria to recover an American citizen held hostage by a group of armed men,” said Pentagon chief spokesperson, Jonathan Hoffman.
“This American citizen is safe and is now in the care of the U.S. Department of State. No U.S military personnel were injured during the operation.
“We appreciate the support of our international partners in conducting this operation.”
U.S. and Nigerien officials had said that Walton was kidnapped from his backyard last Monday after assailants asked him for money. 
But he only offered $40 and was then taken away by force, according to sources in Niger.
Walton lives with his wife and young daughter on a farm near Massalata, a small village close to the border with Nigeria.
Nigerien and American officials told ABC News that they believed the captors were from an armed group from Nigeria and that it was not considered terror-related even though hostages are often sold to terror groups.
Concern grew quickly after the kidnapping that an opportunity to rescue Walton could become much more dangerous if he was taken by or sold to a group of Islamist militants aligned with either al Qaeda or ISIS and American special operations commanders felt they needed to act swiftly before that could occur, said one counterterrorism official briefed on the hostage recovery operations.
A U.S. State Department spokesperson confirmed after the kidnapping that an American citizen had been abducted in Niger and said the U.S. Government was “providing their family all possible consular assistance.” 
The spokesperson declined to comment on the case, citing “privacy considerations,” but added, “When a U.S. citizen is missing, we work closely with local authorities as they carry out their search efforts and we share information with families however we can.”

First James Bond Actor, Sean Connery, Dies At 90

Sean Connery, the first actor to play the iconic role of James Bond, has died at the age of 90.
The Scottish actor went on to portray the character seven times.

He died peacefully in his sleep while in the Bahamas, having been “unwell for some time”, the BBC quotes his son as saying.
His acting career spanned five decades and he won an Oscar in 1988 for his role in The Untouchables.
Connery’s other films included Hunt for Red October, Highlander, Indiana Jones, Last Crusade and The Rock.

The Director-General of Projects Development Institute, Enugu, Dr Charles Agulanna, with the backing of the Minister of Science and Technology, Ogbonnaya Onu, has remained in office despite being suspended by President Muhammadu Buhari, SaharaReporters has gathered.
President Buhari had on October 9 approved the recommendation of Boss Mustapha, Secretary to the Government of the Federation, for the suspension of Agulanna over acts of gross misconduct including contract-splitting, misappropriation of funds, prolonged absence from duty without leave, nepotism and insubordination, among others.

Ogbonnaya Onu

Formerly known as Research and Production Department of the old Eastern Region, the institute was the manufacturing engine room for the prosecution of the civil war under the defunct Biafra Republic.
After the civil war, it was renamed PRODA and enlisted as one of the 17 agencies under the Ministry of Science and Technology. 
The institute pioneered the first made-in-Nigeria ‘car’, branded PRODA. The low-cost prototype was taken on a roadshow across the country.
“However, in view of the peculiarity of the fact that prima-facie case has been made against the PRODA DG in this case, as well as the need to ensure that the investigation process is fair, independent and thorough, Your Excellency is invited to consider and approve the following measures. 
“The immediate suspension of the Director General of Projects Development Institute (PRODA), Enugu. 
“The immediate commencement of the Independent Investigation proposed by my office in compliance with Circular Ref No, SGF/OP/I.S.3/T/163 of 19th May, 2020.
“The most senior Director should oversee the affairs of the agency as Acting DG/CEO, pending the conclusion of the investigation,” the recommendation to the President read. 
Sources at the institute told SaharaReporters that the minister rejected the directive of the President and asked the suspended DG not to handover to any senior official. 
Not satisfied, Onu constituted another panel to investigate Agulanna against President Buhari’s directive that only the SGF can constitute such committee.
“The Minister for Science and Technology after failing in his attempt to dismiss the board’s recommendations and upon getting the news of Mr President’s approval of the DG’s suspension, immediately constituted a committee of investigation on the subject which’s yet to be inaugurated. 
“Because in the minister’s early memo which the SGF disregarded, he claimed his office was going to carry out investigation, when it’s clear in a circular dated May 19, 2020 that the only role the ministry has is to take a position on the Board’s recommendation and communicate same to the final arbiter (the SGF).
“A member of the said minister’s committee is an embattled National Secretary of ASURI and also from the same village with the DG, whom him the DG has used over time to suppress unionists in the institute. This man was under investigation by the EFCC and ICPC and has been indicted over allegations of corruption and the union is currently factionalized at national level because of total lack of confidence in him,” a source told SaharaReporters.
The source also accused Senator Uche Ekwunife and Hon. Beni Lar, both chairmen of the National Assembly Committee on Science and Technology of pressurising the SGF to disregard the President’s directive.
SaharaReporters recall that the board of PRODA at the end of its recent quarterly meeting held on June 21 through June 25, 2020, recommended the suspension of the Agulanna.
This was after the establishment of a case against him following a query on March 2, 2020. 
The meeting was chaired by board chairman, Daniel Onjeh.
Agulanna was indicted for alleged misappropriation of funds, prolonged absence from duty without leave, nepotism, corruption and insubordination.
He was also accused of suppression of vital information, sabotage, among others.
The suspension of the DG for six months was in line with Chapter 3, Section 4 and Subsection 030406, of the Public Service Rules.
It is also in compliance with the circular issued by the Secretary to the Government of the Federation with Ref. No: SGF/OP/I.S.3/T/163 and dated May 19.
The board’s Establishments Committee was directed to investigate the allegations against Agulanna and to submit its report within six months.
