Fear, Confusion In Katsina Over Rising Deaths Amid Coronavirus Pandemic

Fear and anxiety have gripped residents of Katsina State over increasing deaths in the city amid the Coronavirus pandemic.
As of Sunday, Kastina State has recorded over 150 cases of COVID-19 while awaiting test results of many more samples from the Nigeria Centre for Disease Control testing laboratory in Abuja.
A source told SaharaReporters that Katsina, the state capital, and Daura were mostly affected.
He said the development was causing people to panic as no one knew what was going on.

“People are dying, the graveyard is already filled to capacity. Most of those dying are elderly and a lot of them are said to be having one underlying disease or the other. We now bury up to 12 bodies a day here, against the two or three we used to bury before,” a worker at Danmarna Cemetery graveyard told SaharaReporters.
Some residents of Daura also expressed concerns over the increasing rate of deaths in the community in the last two weeks.
They disclosed that most of the persons buried within the period were aged individuals cutting across both sexes.
Recall that the state index case, Dr Aminu Yakubu, who died few weeks ago, was a Daura-based private medical practitioner.
Also, emir of the town, Alhaji Umar Farouk Umar, was recently discharged after recovering from the virus.
It was gathered that the late Yakubu was the personal physician of the emir and had met with him and his first wife, Hajiya Binta Umar, who also died from COVID-19 complications.

Katsina: Over 600 Persons Displaced By Bandits Living On Football Field

Over 600 people, mostly women and children displaced by bandits across Katsina State, are now living on a football field in ATC Katsina. 
More displaced persons are still trooping in to the place while appeals for food assistance are being made. 
The displaced persons are also taking refuge in other parts of Katsina city. 

At least 400 persons are taking refuge at Bebeji Mechanic village and 360 people are taking refuge at Yammawa. 

Also, over 100 displaced persons are currently taking refuge at Tudun Baras.

Persistent attacks by gunmen had displaced hundreds of people particularly in Batsari, Safana, Jibia, Kankara, Dandume, Faskari and Sabuwa local government areas.
Recall that last year Katsina State Government entered into a peace agreement with bandits terrorising residents of the state with an offer of amnesty. 

Displaced persons, especially women and children, have been seen in recent days moving from one point to another across Katsina city begging for food.

Ahead of the governorship election in Ondo State, some political parties in the state have reacted to the decision of the Independent National Electoral Commission to adopt online campaigns and primaries as a result of the Coronavirus outbreak.
Festus Okoye, INEC’s Head of Information and Voter Education, had told SaharaReporters that the electoral body was concerned about the turnout and safety of voters and would ensure that activities around the election took place over the Internet.
INEC has fixed October 10, 2020 for the gubernatorial election in Ondo State.

Incumbent governor of the state, Rotimi Akeredolu, has shown interest in re-contesting for the position.
Reacting to the new directive by INEC, Alex Adeniyi, Ondo State Chairman of the African Action Congress, said the decision to adopt the online process of campaigns was a welcome development.
He said, “In fact, we in the AAC for a long time have started our online meetings and advocacy through platforms like Zoom, WhatsApp, Facebook, Twitter.
“So, INEC must also be ready to give adequate support even in terms of finance to the political parties because the process of going online for campaigns and every other process that leads to the election proper will attract more money.”

Also speaking, Zadok Akintoye, Director of Publicity and Media of the Peoples Democratic Party in Ondo State, said the decision of INEC to limit campaigns and conduct of the party’s primaries to online platforms was coming at a time the country ought to have outgrown the process.
He said, “For us in the PDP, we have already adopted our plans in line with the directives of INEC, however hoping that as we approach the elections, the issues compelling this directive would have been adequately resolved.”
In his own reaction, Mr Steve Otaloro, Director of Media and Publicity of the All Progressives Congress in the state, said the electoral body’s initiative was a brilliant idea but explained that it might take time to execute.
He said, “We hope it won’t be the final decision of INEC as much as we welcome this idea and development in view of the pandemic that is currently ravaging the whole world.
“But we still believe that governorship election is a serious business that shouldn’t be taken lightly by INEC because it is important that the electorate know who want to governed them and there is need to ask those vying for the office pertinent questions.
“So, we would only enjoin INEC to take a second look at this idea because how many electorate can these political parties reach via the social or electronic media, just few persons or the influential ones.
“Moreso, if you look at the logistics that is involved, how many political parties, both the small and big ones, can afford to go on social media to campaign because this takes a lot of money and resources.”
In his view, Joseph Akinlaja, Ondo State Chairman of the Zenith Labour Party, said adopting online platforms for political campaigns ahead of the governorship election in the state might be counterproductive.
He joined those calling on the electoral body to conduct a “mock election” to ascertain how the process can be embraced by both the political parties and electorates in the state ahead of the election.
Mr James Popoola, Administrative Secretary of INEC in Ondo State, confirmed to our correspondent the electoral body’s decision to adopt the online platforms but added that the state was still waiting for directives on how to embark on the initiative ahead of the election.
A political analyst, Mr Abiola Ademujimi, said the decision to adopt online platform for political campaigns ahead of the state governorship election by INEC “would further put a test on the credibility of the commission”.
He also suggested that the commission should be prepared to inject more funds into the electoral process, noting that Nigeria was ripe to go online for its electoral processes.

Dashed Hopes: How Nigerian Research Agencies Spent N500m On Clinical Trials Of Local Drugs With No Commercial Output

In the fifth part of the series on the efficiency of public health agencies in Nigeria, the Civic Media Lab examines Nigerian government funding for clinical trials in the last five years and the roadblocks
The Civic Media Lab found that Nigerian government budgeted for a total of eight human-related clinical trials of locally produced drugs between 2015 and 2019 with no evidence of commercial output. 
These eight projects shared N464.24m within the years under view. Interestingly, CML findings show that seven of the provisions were two reoccurring line items. 
The description: “Clinical Trials Outgrowers of Plants for Sustainability,” first appeared in 2016. From 2017 to 2019, it was merged with: “Clinical Trials Outgrowers of Plants for Sustainability (Development and Production of Anti Sickling and Anti Epilepsy Drugs).” It received the approval of some N348m within the four budgeting cycles it appeared in.
The project description: “Clinical Evaluation of Natural Medicinal Therapies,” first came up in 2017. In 2019 it was lumped with another project detail to read: “Clinical Evaluation of Natural Medicinal Therapies and Development of Clinical Research Facility.” The line item was assigned N65.35m in the three fiscal years it appeared in. The projects found occurred in two ministries – Health and Science and Technology.
NIPRD’s Clinical Trial
IN 2015, the Nigeria Institute for Pharmaceutical Research and Development (NIPRD), budgeted N50m for “Ethical Review/NIPRD Special Project/Phase 11 & 111 Clinical Trials for Medicinal Products for Management of Malaria, Sickle Cell, Diabetics, Ebola and Lasser Fever.“ Civic Media Lab found no commercialized drug from NIPRD for any of the ailments listed in the line item. Between 2013 and 2016, the agency obtained patents for three products to combat malaria, manage diabetes and treat Ebola.

In 2013, the agency filed a trademark for Niprimal, an antimalarial drug it said has no side effect on pregnant women.
In 2016, the institute applied for a trademark for Nipribol, a fixed-dose combination – two or more potent ingredients in a single tablet, for fighting the Ebola virus.
Why the institute would budget for a clinical trial for sickle cell in 2015 after it had developed the drug 17 years back  is grey. Its sickle cell anaemia drug Niprisan was developed in 1998 and it had received a patent for the drug in the USA in 2003. Quartz Africa, in a report, detailed the inability of the federal government to commercialise the product, despite having a 14-year patent for its sale and distribution.
CML could not establish when its antidiabetic drug, Nipridab was registered but according to this report, Nipridab, Niprimal and an immune booster, Niprimune, were registered and commercialised as early as 2014.
Another piece published in 2016, a year after NIPRD received N50m for its clinical trials, said only Niprisan had been registered with NAFDAC and was commercially available. A source in the Sickle Cell Foundation, which has a representative of the Minister for health – the supervising ministry of NIPRD on its board, said it does not recommend the drug to its members.

So Much Done, Not Much Found: A CML Investigation Of Nigerian National Institute for Pharmaceutical Research and Development Projects

According to the source, the routine drugs recommended by the foundation are Paludrine– a drug imported from the UK, folic acid and Penicillin V. “If anyone wants, they can take it as a supplement but we don’t recommend it,” the source said.
In a news story published in December 2019, the Director-General of NIPRD, Peter Adigwe, is paraphrased as saying the institute had five drugs on the verge of commercialisation and 22 others in different stages of development. 
The institute did not make any other provision for clinical trials except in 2015. There are three mandatory clinical trial phases and a fourth non-routine phase for further tests before a drug can be approved in Nigeria. With the institute’s decision to lump different clinical trials together in phases it described as ‘phase 11’ and ‘phase 111’, it is guesswork to say what stage of testing what drug was in. None of the product trademarks yielded any search result on the institute’s site. 
SHESTCO’s Clinical Trials

NIPRD has obtained trademarks for its products; this is the reverse with the Sheda Science and Technology Complex. The complex, which has three advanced laboratories, has said in different media appearances that it is developing or has developed products to combat sickle cell anaemia, epilepsy, blood pressure and cancer.
The institute has received approval for an estimated N348.89m for clinical trials. In 2016, SHETSCO asked for “Clinical trials out growers of plants for sustainability”. It received an approximated N34.96m for the said purpose.
The then director of the complex’s chemistry advanced lab, Orishadipe Abayomi, said in a publication  that Sheda had concluded lab trials for its sickle cell formula and was ready to move to the clinical phase. The agency, which housed the failed project to commercialise Niprisan, was billing the government for the development of their anti-sickling product.
IN 2017, the complex received approval to draw down on an estimated N181.96m for a modified line item which read: “Clinical trials out growers of plants for sustainability (Development and production of anti sickling and anti-epilepsy drugs to provide pro-poor healthcare services).”
At an April 2017 expo put together by SHEDA’s supervising ministry –the Federal Ministry of Science and Technology, the then head of the complex, Professor Sunday Thomas, said the agency had successfully tested its anti-epilepsy drug on mice. This was the last clear update CML found on the complex’s clinical trials. Once again, its website had no other valuable information.
Minus the phrase: ‘Pro-Poor Healthcare Services’, the clinical trial line item in SHEDA’s 2018 budget remained unchanged. The complex was given a budgetary provision of an approximated N84.46m for the said intent. In 2019, the phrase: ‘Pro-poor Healthcare Services’, was returned and the project earned a budgetary approval of N47.5m.
NNMDA’s Clinical trials
The Nigeria Natural Medicine Development Agency (NNMDA), in 2017 and 2018, was allowed N8m and N26m correspondingly for a vaguely named line item: “Clinical Evaluation of Natural Medicinal Therapies.”
Coincidentally, the last update on the agency’s website was in 2017. CML was unable to find trademarks or patents developed by the agency, which has the task of safeguarding Nigeria’s medicinal plants. In 2019, the sum allocated to clinical evaluation of natural medicinal therapies was upgraded to N31.35m and another description,‘Development of Clinical Research Facilities’, was added to the line item.
Dependence on WHO
While the Nigerian government waits on the World Health Organisation to provide a certified cure for the COVID-19 virus, Madagascar’s president, Andry Rajoelina, approved the use of a herbal drink – COVID-Organics for the treatment of positive cases in the country. As at the time of its announcement, the success rate was 52.33 per cent, with 101 recoveries out of 193 confirmed cases and no deaths. There are now 142 recoveries out of 527 cases and 2 deaths.
 Rajoelina went on to offer African countries the drug, using the evidence of its success rate in his country as evidence of its efficacy, an action regional bodies like the Economic Community of West African States (ECOWAS) initially condemned.

The Nigerian government did not offer Nipribol to Congo DR, to deal with the Ebola outbreak in the country which started in August 2018 and is only just petering out. But Nigeria has now received COVID-organics and it subjecting it to clinical tests by the country’s food and drug agency, NAFDAC.
The WHO’s regional body in Africa had earlier said it is ready to collaborate with the Indian Ocean territory on clinical trials for the drug which was developed by the Malagasy Institute of Applied Research. The country’s president has also come out to berate the WHO for offering him a bribe to poison the drug, a move that led him to exit his country from the World body.
At the time this article was written, Nigeria had recorded 7,839 confirmed cases, 2,263 recoveries – a ratio of 28.9 per cent and 226 fatalities, excluding multiple deaths in some Northern states in the country. NIPRD has since the virus started, made hand sanitisers, while SHEDA said it would manufacture ‘aptamer-based test kits,’ which can detect COVID-19 in less than 30 minutes.

More facts have emerged on how late Chief of Staff to President Muhammadu Buhari, Abba Kyrari, failed to treat and forward a letter written by Chairman and Chief Executive Officer of Nigerians in Diaspora Commission, Abike Dabiri-Erewa, to President Buhari on the crisis between the agency and Minister of Communications and Digital Economy, Dr Isa Pantami.
The duo had been embroiled in a disagreement since February this year after Pantami ordered the eviction of the agency from the building accommodating it.

In a letter obtained by SaharaReporters dated February 13, 2020 with reference number NIDC/CM/001/20/1 and addressed to the President through the Chief of Staff, Kyari, Dabiri-Erewa explained how the minister forcefully ejected staff of the commission from the 5th floor of the Nigeria Communication Commission Annex Complex in Jabi, Abuja.
The letter reads, “I write Your Excellency to bring to your urgent attention the forceful takeover and ejection of the Nigerians in Diaspora Commission from its office at the 5th floor of the NCC Annex Complex in Jabi, Abuja. This is at the instance and directive of the Hon Minister of Communications, Dr Isa Pantami.
“Your Excellency, I write to bring this ugly situation to your notice and for your urgent attention and do request your quick intervention in resolving this.” 

Findings by SaharaReporters revealed that the letter never got to President Buhari’s desk, leaving the minister to continue to wield raw power on the issue.
A senior official of the commission, who confirmed this to SaharaReporters, also revealed that Secretary to the Government of Federation, Inspector-General of Police, Director-General of the Department of State Services, and Minister of Foreign Affairs, who were all copied in the letter could not also do anything to handle the situation.

When our correspondent visited the NCC Complex on Monday, security operatives were spotted at main gate of the building screening persons going in and out of the place.
The crisis between Dabiri-Erewa and Pantami reached a new height on Sunday when the two of them engaged in Twitter brawl.
Denying evicting the commission from the NCC building, Pantami said, “This is a fat lie from her. The owner of the building @NgComCommission has faulted her lies on their social media platforms. The minister has never given that directive to any gunman. We need to be very objective in reporting. I have never sent any gunmen there, and I have no one.”
But responding to the minister swiftly, Dabiri-Erewa said, “An Islamic scholar should not lie hon minister (Phd). You did that to me because I am a woman. Your disrespect for women is legendary. Left the ugly incident behind me since February.
“But please release all our office equipment. Public office is transient.‪”

Again, Fulani Herdsmen Attack Southern Kaduna Communities, Kill Five, Displace Others

Armed Fulani herdsmen have attacked and killed at least five villagers, displacing others within seven communities situated in the Southern Kaduna axis of Kaduna State.
The assailants from May 19 to 24 attacked Idazau, Etissi, Bakin Kogi, Dutsen Gora, UN Gora, Pushu Kallah and Magunguna villages killing five persons, injuring 78, destroying 607 houses and rustling 231 cows in the process.
At least 51 people are also reported missing from these attacks. 

Some of the dead are Atuna Garba, Thomas Asoja and Manager Garba. 

One local told SaharaReporters on Monday that they are afraid to go back and claim the corpses of others currently unaccounted for and presumed dead because their villages were still occupied by the attackers.

Churches such as the Catholic Church in Idazau, ECWA in Etiissi, ECWA in Bakin Kogi as well as ECWA in Magunguna were also razed to the ground during the attacks.

E2%80%94report Africa Records Higher COVID-19 Recoveries Than North America—Report

Data obtained from Worldometer and analysed by SaharaReporters showed that Africa has recorded a higher percentage of COVID-19 recoveries than North America.
According to COVID-19 figures for Monday, May 25, the entire continent had, at the time of writing this report, recorded 113,990 cases.
Out of this number, 46,378 had recovered – a ratio of 40.7 per cent. On the other hand, North America has identified 1,880,853 positive cases, 562,629 of them had recovered – 29.9 per cent.
North America is made up of the USA, which has more than one million COVID-19 cases and 99,300 deaths, Mexico, Canada, and a host of small Island nations.

The African continent also has a higher percentage of recovered cases than South America, which is now the present epicentre of the pandemic.
Most of its 633,783 cases are from Brazil. The continent has reported 242,207 recoveries, a percentage of 38.2. Europe with 46.5 per cent, Asia with 58 per cent and Oceania with 92.7 per cent recovery, all rank better than Africa however.
On the killing rate of the virus per continent, Africa – 3.0 per cent, has a lower ratio than Europe 8.9 per cent, North America – 6.1 per cent and South America – 5.0 per cent.
Many deaths linked to COVID-19 have, however, not been recorded across these continents. Oceania with a death rate of 1.4 per cent and Asia with 2.8 per cent, have recorded fewer deaths per infection than all other regions of the world.
Despite Africa having a higher recovery rate than the Americas, its input in the WHO solidarity drug trial is next to nothing.
The global health body is testing these drug combinations for the treatment of COVID-19: Rendesivir; tested in the USA, Ritonavir and Lopinavir, first tested in China, Chloroquine and Hydroxychloroquine, first studied In France and China.
The scientists who conducted the first trial of Ritonavir and Lopinavir on infected Coronavirus patients found that it did not provide ‘significant benefit in patients admitted with severe COVID-19.’
The WHO and Western governments have neglected the adaptation of herbal therapies, despite the protocols for the use of certain natural treatments.
Experts have also accused governments across the globe, of failing to conduct clinical trials on known natural antiviral solutions, making it difficult to determine their dosage levels.
Two researchers, Alberto  Boretti and Binal Banik, wrote in a paper calling for clinical trials to be conducted on the efficacy of Vitamin C. in treating COVID-19 that.
“Many physicians in China have identified promising results using IV – intravenous Vit-C against COVID-19.
“Thus, there is a need to urgently review the uses of IV Vit-C, pre- and post-infection, and during different stages of the infection. IV Vit-C is helping to develop a stronger immune system response, reducing the cytokines storm, or increasing antiviral activities through other unknown mechanisms,” the report read.
A team of scientists in Chin, have also started a trial on the natural antiviral alternative, saying their results will be out by September.
Yet, Ascorbic acid has not been adopted into the WHO’s fast-tracked solidarity COVID-19 drug trial programme.

Nigerians Locked In Another Chinese Company In Ogun Cry Out For Help

Nigerians working in a Chinese company on Monday accused their Chinese managers of locking them up and forcing them to work without food.
The company, Lifemate (different from Lifemate Furnitures), is located along the Lagos-Ibadan Expressway, SaharaReporters has gathered.
Recall that one month ago SaharaReporters reported the ordeal of Nigerian workers in a Chinese company located in the Guangdong Free Trade Zone, Ogun State. 

One of the affected workers told SaharaReporters that aside from forcing them to work, the company had also stopped feeding them and refused to allow them to go out to get food.
He said after the government relaxed the lockdown, they got a message from the company asking them to resume work but were shocked when they were not allowed to leave the premises of the company after work hours.
The worker said, “Due to the Coronavirus outbreak, the company shut down. But on Wednesday, the company sent messages, asking us to resume work, not knowing they have a wicked plan.

COVID-19: Nigerians Demand Opening Of Religious Places

Nigerians are demanding the reopening of religious places despite the rising cases of COVID-19 in the country.
In a recent poll conducted by SaharaTV on Twitter, the majority of respondents demanded that government should open religious centres while also demanding that the entire country should be re-opened.
About 32 per cent of the respondents want the government to open religious centres however, with safety measures put in place to prevent the spread of the virus.
Another 31 per cent of the respondents voted in full support of the opening of religious centres without any guideline restricting the activities within the worship centres.

In contrast, 29 per cent voted against the opening of the churches while eight per cent claimed to be indifferent to the decision of the government. Nigerians are demanding that places of worship mosques and churches be reopened since markets are allowed to open. Expressing their views on the decision, some Nigerians said they preferred the government to open up schools as well. 
@BolaOgaraku said, “Churches and mosques are closed yet most Nigerians still don’t wear face masks or understand the meaning of social distancing. Numbers are going up high like kites!! So what’ll happen with the numbers when places of worship open?”
@Ifediba5 said, “Why are religious leaders worried about the opening of their slave centre? Chinese virus pandemic has exposed them.”
Asking churches to open, some Nigerians said if the government could open market places, then religious centres should be allowed to open as well.

Former Imo Broadcasting Corporation Director General Stabs Wife To Death

A former Director General of the Imo Broadcasting Corporation, Mr. T.C. Okere, has allegedly stabbed his wife of 50 years to death.
Okere, who is 86-year old, was said to have stabbed his wife to death on Monday morning.
The incident occurred in Imerenwe, Ngor-Okpala Local Government Area of Imo State. 

The deceased aged 77, was a retiree of the Imo State Polytechnic, Umuagwo.
The Imo State Police Public Relations Officer, Ikeokwu Godson Orlando, confirmed that the crime suspect was on the run.
He said investigations were ongoing to ascertain the cause of the incident.
