23-year-old Man Lynched For Sexually Assaulting Four-year-old Girl

An angry mob in Awka, Anambra State, has lynched a 23-year-old man, who allegedly attempted to rape a four-year-old girl.
The man, identified simply as Samuel, was caught harassing the girl in the stall of her mother, who had gone to fetch her something to eat.
The mother of the girl alleged that Samuel had intended to use the little girl for “rituals”.
She said, “I brought my daughter to stay with me at the shop so as to keep an eye on her.
“When she complained she was hungry and wanted to eat beans with bread for lunch, I dashed to a nearby shop to buy the items.
“It was not long my attention was drawn to my stall where my daughter was struggling with a man almost half naked.
“He was kissing her and fondling her breast while muttering “I must drink your blood.
“Luckily, some boys within the area ran to the scene of the incident and started dragging my daughter with him.
“By then, blood was already dripping from her face as the man held her tight in his arms.”
Police Public Relations Officer in the state, Haruna Mohammed, confirmed the incident in a chat with PUNCH.
He said, “He captured the four-year-old girl and was molesting her sexually before he was arrested by some civilians who carried out jungle justice on him.
“When the police arrived at the scene, the boy, who was probably in his late 20s, was lying motionless on the ground while his assailants had dispersed.
“He was taken to a nearby hospital where he was confirmed dead.
“Investigation is on to ascertain what transpired and to arrest perpetrators of the crime.”

British-Nigerian Artist Wants Contemporaries To Take Residency In Lagos

A British-Nigerian artist, Yinka Shonibare, is organising a programme that will bring fellow contemporaries to live and work together in West Africa.
This is a reversal of the trend, which usually sees Nigerians and Africans traveling to live and work in the West.
According to Reuters, Yinka – a Turner Prize nominee – made this known on Saturday at the launch of his foundation named “Guest Artist Space Foundation”, which will be responsible for the project and help fund African participants.
He said, “The journey has always been Africans going to the West and I think we need to reverse that.
“It’s important that African cultures are properly understood in the context of Africa and that people actually come here to learn.
“Under the scheme, four groups of three artists will spend three months every year based at sites in Lagos and on a 30-acre farm in Ijebu town 100 km (62 miles) away.”

CBN Governor Godwin Emefiele

CBN Governor Godwin Emefiele

The Senate Committee on Finance has rejected the representative sent by the Governor of the Central Bank of Nigeria, Godwin Emefiele.
The committee sent another invitation to him, insisting that he must appear before it.
Emefiele had on Monday sent one of his deputies, Adebisi Shonubi, to address the issue of the exchange rates for funding key projects but he was turned back by the committee.
The panel also blamed Emefiele for not informing it earlier that he would be sending a representative.

The CBN governor was therefore asked to appear before the panel again on Thursday.
Emefiele was expected at the Senate panel with detailed explanations on the rationale behind the exchange rates the CBN used for three key projects under the Presidential Infrastructure Development Fund.
The multi-billion-dollar projects are being funded by the Nigeria Sovereign Investment Authority.
The PIDF was earmarked from the dollar-denominated Sovereign Wealth Fund to partly finance the Lagos–Ibadan Expressway, Second Niger Bridge, Abuja–Kano Expressway, East-West Road and Mambilla Hydro Project.
The first three projects had already been funded to the tune of N163.8bn.

E2%80%99ll-be-difficult-stop-nigeria-%E2%80%93wike Kidnapping Now A Business, It’ll Be Difficult To Stop In Nigeria –Wike

Rivers State governor, Nyesom Wike, has said that the commercialisation of kidnapping has made it almost impossible to end the menace.
Speaking during a visit by Rotary District Governor 9141 Nigeria at the Government House, Port Harcourt, the state capital, on Monday, Governor Wike said since kidnapping was now a business, it can only be reduced to the barest minimum.
He said, “It is now impossible to stop kidnapping in Nigeria. It is now a business. It has been commercialised.
“It is now a major business. Everyone must partner with the government to ensure that we reduce it to the barest minimum. But it cannot be totally eradicated.”
Wike stated that those involved in kidnapping from security reports ranged from 16 to 22 years.
He added, “Look at what is happening across the country.  Kidnapping has taken over all states.  When it started here, it was politicised.
“But today, it is negatively affecting all states of the federation.
“Few days ago, a Court of Appeal judge was kidnapped in Benin. Before that, a Federal High Court judge was kidnapped. All of us must work together to stop this scourge.”
The Rivers State governor urged Rotary Nigeria to embark on enlightenment programmes to ensure that the youth were educated on the dangers of violence and kidnapping.

Amnesty Office To Pay N463m To ‘Ghost’ Ex-agitators

There is a brewing crisis in the Presidential Amnesty Office of the Niger Delta owing to an alleged move by the office to fraudulently pay N463.3m as claims to a camp known as Agbalababou under the Phase 2 amnesty program.
According to court documents filed by one Moses Lawyer, who claims to be the leader of the camp at the Federal High Court Yenagoa on October 3, 2019, coordinator of the Amnesty Office and Special Adviser to the President on Amnesty, Prof Charles Dokubo, accepted to pay half of the claimed sum to the claimants in order to avoid continuation of the case in court.
In the terms of settlement agreement entered into by Dokubo and Ali-Bozi Tamarantare on one hand on behalf of the Amnesty Office and Moses Lawyer and Richard Turner, the Amnesty Office accepted to pay N238.6m.
However, an aggrieved leader of second phase of the amnesty program, Comrade Steve Ebisintei, has raised the alarm, alleging that the terms of agreement on which the Amnesty Office was relying to pay the money was fraudulent.
According to him, such arrears is fictitious and non-existent.
In a motion on notice he and one Sampson Opuakpo filed on October 22, 2019 to be joined in the terms of settlement, he claimed that “the execution of the terms of settlement” agreed by parties in the substantive suit will work against the finances of the Government of Nigeria and defraud the country as it will be made to pay monies not being owed to the plaintiff on record.
Ebisintei said, “How do you explain that in the so-called terms of settlement, such huge sum of money is to be paid into the personal account of Richard Turner, the claimant’s counsel, domiciled at Diamond/Access Bank with account number 0016398219?
“Why is Ali-Bozi Tamarantare, a lawyer at the Amnesty Office, hiding our ‘notice of joinder’ from the Coordinator, knowing that Prof Dokubo will stop such fraudulent payment if this is brought to his notice?
“Our stand is simple, the government is about to be defrauded if nothing urgent is done.
“The attention of Prof Dokubo needs to be called to this so as to enable him avoid this pitfall.”

E2%80%93efcc How Government Cashier Delivered N750m to Jonah Jang –EFCC

A witness of the Economic and Financial Crimes Commission has narrated to the court how a cashier at the Plateau State Government House delivered the sum of N750m to a former governor of the state, Jonah Jang.
The commission is prosecuting Jang alongside Yusuf Pam, a cashier at the Office of the Secretary to the State Government, for the alleged misappropriation and embezzlement of N6.2bn.
At the trial on Monday, Musa Sunday, the prosecution witness of the EFCC, told the court that there is documentary evidence that money was given to Jang in bulk and his confessional statement was tendered as exhibit before the court.
He added that the money was handed over to Jang when he held sway as governor of Plateau State.
However, Sunday, while being cross-examined by Mike Ozekhome, Jang’s lawyer, said the alleged N750m was meant for the payment of salaries and emoluments of primary school teachers and not for the second defendant, Pam, whom he said withdrew the money in cash for his boss, Jang.
The court had on Wednesday, October 30, heard from seven witnesses how over N6bn was allegedly moved out from different banks by Jang and others.
Justice Daniel Longji, the presiding judge, adjourned to November 11, 2019 for the continuation of trial.
