Four Dead As Terrorists Attack Military Base In Borno

At least four persons lost their lives when Boko Haram insurgents attacked a military base in Konduga Local Government Area of Borno State on Friday night, security sources said.
The insurgents reportedly killed two soldiers and two other civilians while others fled the scene. 
“They came to attack our troops in Tungushe Military Base about 1730hrs. 
“We fought them but unfortunately we lost two soldiers. 
“I think two civilians lost their lives, some are still missing,” a security source told SaharaReporters.

Kogi Election Already Rigged, APM Candidate Alleges

Governorship candidate of  the Allied Peoples Movement in Kogi, Yusuf  Dantalle, has alleged that the election slated for November 16, 2019 in the state had already been rigged in favour of All Progressives Congress and its flag bearer, Governor Yahaya Bello.
Yusuf accused the Independent National Electoral Commission of working in connivance with the APC to hand Bello victory.
He disclosed this on Friday in Abuja while addressing journalists.
Yusuf said, “Political parties are already coming together to kick against the present REC in Kogi State because there is no confidence. 
“The election is being rigged before the election day itself.” 
He maintained that INEC had no constitutional powers to disqualify candidates. 
He added that the opposition parties in the state would resist any move to mortgage the destiny of Kogi people.Effort to get the reaction of INEC were unsuccessful as the National Commissioner for Voter Education, Mr Festus Okoye, did not respond to the calls and a text message sent to his mobile line.

Over N177trn Laundered Outside Nigeria Since Independence -The Economist

 
A report by The Economist said $582bn or N177.5trn has been laundered from Nigeria since 1960. 
The report was citing an estimate by United Kingdom-based think-tank, Chatham House.
The report said, “Chatham House, a British think-tank, estimates that $582bn has been stolen from Nigeria alone since it won independence in 1960.” 
The report also stated that the British International Corruption Unit has recovered $117m or N35.69bn from Nigeria since 2006.
“Britain’s International Corruption Unit says its investigations have led to the confiscation of $117m in laundered loot since 2006. 
“Another £791m has been frozen worldwide thanks to its work.
“Seizures are still the exception,” Jason Sharman, an expert in international corruption at Cambridge University, told the magazine. 
“Dirty money still gets through most of the time.” 
The publication however, observes that the European Union and the British Government have tried to restrict the flow of unexplained funds entering their shores. 
It cites Britain’s ‘unexplained wealth order,’ which mandates politically exposed persons to say how exactly their wealth outdoors supersedes their income. 
Advocacy groups have explained that what is important is stopping ‘dodge funds’ from entering banks in the first instance.
“If there is a gap, then the money-launderers will find it,” Max Heywood, Transparency International’s global advocacy coordinator, told the medium. 
The Economist however, faulted African states like Nigeria for making efforts to return illicit funds work in favour of the citizens. 
While African governments complain that Western governments do not return stolen funds, the magazine says incidents such as the return of James Ibori into the Nigerian political landscape are reasons why institutions like the World Bank develop programmes to make repatriated monies work for the everyday African.

Nigeria Discovers Oil In Northern Region Of Upper Benue Trough

The Nigerian National Petroleum Corporation (NNPC), yesterday, announced the discovery of crude oil and gas in the Kolmani River II Well on the Upper Benue Trough, Gongola Basin.However, the corporation noted that the commercial viability of the discovery coming from the drilling of a total depth of 13,701 feet before hitting oil and gas on several levels is yet to be ascertained.The corporation, in a statement, added that a Drill Stem Test (DST) was ongoing to confirm the commercial viability and flow of the Kolmani River reservoirs.About 40 years ago, the Nigerian government commenced the search for oil in the northern part of the country.While the initial plan of the well drilling was designed to be 14,500 feet, the eventual drilling activities with ‘IKENGA RIG 101’ stopped at 13,701 feet after encountering oil and gas on several levels.President Muhammadu Buhari had on February 2, 2019, flagged off drilling of the Kolmani River II Well insisting that there was a need to explore hydrocarbon across the country.NNPC said the outcome of the search would be announced 60 days after activities began, but this is coming eight months after.

Report: Emirs, Soldiers, Policemen, Civil Servants Indicted In Banditry That Killed 6,319 People In Zamfara

The committee on finding solutions to banditry in Zamfara says five emirs, 33 district heads and several village leaders have been working with bandits to ravage the state.It said there were concrete evidence those actors were complicit in the atrocities committed by the bandits that had resulted in the death of more than 6,319 people.The committee was inaugurated by Matawalle in July and its investigation covered June 2011 to May 2019.The Chairman of the committee and former Inspector General of Police, Mohammed Abubakar, also said 33 district heads and several village heads worked with the bandits.Abubakar, who made the disclosure while submitting the committee’s report to Governor Bello Matawalle in Gusau on Friday, did not reveal the names of the traditional rulers.He revealed that some soldiers, policemen and civil servants were also involved in banditry.The former national police chief, however, said some security personnel and one emir distinguished themselves creditably in the protection of the people.He said the committee had recommended that the emir be conferred with national honour while the officers should be promoted to their next ranks.Abubakar said the 300-page report would be relevant to other state governments and the federal government in addressing security issues in the country.

Daniel Fakoya, 18, To Spend 15 Years In UK Prison For Firearms Offences

Daniel Fakoya, 18, of Priory Court, E17 was sentenced to 15 years in jail and a further three years on the licence, following a hearing at Snaresbrook Crown Court on Friday, 11 October.He was jailed for firearms offences after shots were discharged in Leyton.He must serve a minimum of 10 years of his sentence.Fakoya was previously found guilty of the following offences on 10 September at the conclusion of a trial at the same court: conspiracy to possess a firearm with intent to endanger life 17 December 2018; conspiracy to possess ammunition without a firearm certificate 17 Dec; conspiracy to cause grievous bodily harm with indent 17 Dec; conspiracy to have an offensive weapon namely two bottles of ammonia 17 Dec; conspiracy to have an article with a blade of point 17 Dec; conspiracy to supply controlled drugs of class A 5 Oct – 14 Feb 2018; possessing a firearm with intent to endanger life; 5 Oct; and possessing ammunition with intent to endanger life 5 Oct.He also pleaded guilty to aggravated vehicle taking.The court heard how on 17 December 2018 at around 11 pm, Fakoya was one of three males who arrived in Leyton High Road in a Volvo car. They saw a group of males on the street and shots were fired from the car.The group scattered but Fakoya and his associates chased two males into an off licence. However, once inside they could not find them and left.They jumped back into the car and sped away from the scene. However, within five minutes the car had crashed into a shop front in St James’ Street, E17. Fakoya and the other occupants fled the vehicle.Officers arrived at the scene and searched the abandoned car – within it they found a handgun, ammunition and two bottles of ammonia. The handgun was located in the driver’s footwell.A forensic examination of the car revealed Fakoya’s blood on the driver’s airbag and also just outside the car, indisputably linking him to the car and the items inside.Further investigation established the car had been stolen ten days earlier during a burglary in Essex on 7 December.Work began to track down Fakoya and he was subsequently arrested on 14 February – he was charged the following day for his role in the incident.It transpired that Fakoya was already under investigation for a separate incident where another handgun and a quantity of class A drugs had been found at an address linked to him following a raid by officers from the North East Command Unit in October 2018.Fakoya was also charged with these offences.Detective Sergeant John Macleod from Trident, part of the Specialist Crime Command, led the investigation and said: “Fakoya’s reckless actions on the night of 17 December in discharging a firearm in a public place could potentially have had fatal consequences and it is only by sheer luck that no one was seriously hurt.“The motive for the events of that night appeared to have been gang-related – Fakoya and his associates looking to settle scores with their perceived rivals.“Our work continues to trace the others who were in the car with Fakoya that night. His conviction should serve as a clear message to them that we will continue to track down dangerous individuals and put them behind bars where they belong.”

Son Kills Parents Over Dog Dispute, Gets Life Imprisonment

A son who confessed to killing both of his parents in a row about his dog has been sentenced to life imprisonment.Sergey Koudryavtsev, 48, phoned the police three days after fatally stabbing his parents with a knife in May this year.He previously pleaded guilty, and yesterday was sentenced to two life sentences with a minimum term of 26 years (concurrent for both counts), for two counts of murder at the Old Bailey.Koudryavtsev had returned to his parents’ home in West Kensington two years ago after the break-up of his marriage. He moved in with his pet Mastiff, Enzo, who was aging and suffering from health problems. Koudryavtsev believed that his parents did not treat the dog as their equal by leaving windows open, which he believed to worsen Enzo’s condition.In his rage and frustration, he stabbed his parents to death in their home and then spent three nights sleeping rough before making a call to the police from a pub in Chiddingfold, Surrey, confessing to the murders.Olcay Sapanoglu, a Senior Crown Prosecutor, said: “The tragic death of Tatiana and Vladimir Koudryavtsev was the result of pent up anger and a three-month fantasy of Sergey Koudryavtsev to see his parents dead.“While he lived rent-free with his parents, disagreements had been common, especially over differences of opinion about the superiority of humans over animals. This led to Koudryavtsev’s thoughts of violence as a way to remedy what he saw as injustices against his dog.“He had been practicing with a number of combat style knives found at the house, along with trying exercises such as martial arts, that he would eventually use to end the life of his parents.“In stark contrast to his violent actions, he was concerned that the arrival of the police at the pub where he made the call to the police may inconvenience them.“Most chilling of all perhaps is that Koudryavtsev admitted that fatally stabbing his parents felt natural. He has now been given two life sentences for his crimes.”

Flood: Ondo Closes Public Schools For Three Weeks

A three-week break has been declared for students in public primary and secondary schools in Ondo State.
The break was declared on Friday by Governor Rotimi Akeredolu as a result of floods ravaging some sections of the state.
Spokesperson for the state government, Donald Ojogo, stated this in a statement. 
He said Governor Akeredolu was worried by the flooding in that has affected communities in the state.
He added, “This becomes necessary in order to forestall possible attendant incidents that may likely affect lives of vulnerable pupils in those areas as a result of the floods. 
“It is also aimed at protecting valuables from avoidable destruction.
“All head teachers and principals are to enforce this directive; and in particular, ensure that all perishable educational materials are evacuated.
“The government works out logistics believing that the floods would recede within the period of the three-week break.”
The development came barely three days after a final year student of the Adekunle Ajasin University Akungba Akoko, Doyin Boluwaji, was swept away by flood.
Also, many communities in the Ilaje and Ese Odo areas of the state are currently being submerged by flood, which was caused by the heavy down pour.

Osun, Gombe, Ekiti, Taraba, Ebonyi, Zamfara Earned Least Revenue First Half 2019 -Report

The National Bureau of Statistics (NBS), says in the first half of 2019, Nigeria’s 36 states and the Federal Capital Territory (FCT) generated N691.11 billion as internally-generated revenue.This was stated in its ‘IGR at State Level for Quarter One and Quarter Two, 2019’ report.According to the NBS, compared to N596.91 billion recorded in the second half of 2018, there was an increase of N94.2 billion, indicating a positive growth of 15.78 percent.The report added that 31 states and the FCT recorded growth in internally-generated revenue, while five states recorded a decline in the period under review.However, the report showed that the value of foreign debt stood at $4.23 billion, while domestic debt hit N3.85 trillion at the end of 2018.The bureau stated that the revenues were derived from ministries, departments, and agencies (MDAs), direct assessment, pay-as-you-earn (PAYE), road taxes, among other sources.The data showed that Lagos state led the pack with N263.25 billion, while Rivers collected N151.8 billion, Delta N145 billion, Akwa Ibom N106.7 billion and FCT N72.8 billion.Bayelsa state generated N71.6 billion, Kano N58.5 billion, Kaduna N54.7 billion, Ogun N48 billion, Edo N47.3 billion, Ondo N47.2 billion, Oyo N42.1 billion, Sokoto N38.8 billion, Benue N38.1 billion, Imo N37.4 billion and Kwara N36.6 billion.Others are Niger state with N36.1 billion, Enugu N35.7 billion, Katsina N35.4 billion, Cross River N33.9 billion, Jigawa N33.9 billion, Bauchi N33.7 billion, Borno N33.6 billion, Abia N33.5 billion, Anambra N32.2 billion and Kogi N31.6 billion.It added that Plateau state generated N30.7 billion, Kebbi N30.3 billion, Adamawa N28.2 billion, Yobe N27.2 billion, Zamfara N27.1 billion, Nasarawa N26.6 billion, Ebonyi N26.5 billion, Taraba N25.7 billion, Ekiti N25 billion, Gombe N21.7 billion and Osun N20.2 billion.The recorded revenues made by the states did not include the monthly allocation received from FAAC.The IGR data was computed by the NBS and the Joint Tax Board from official records and submissions by the boards of internal revenue across the 36 states.
