The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has been asked not to let off the hook a former acting Director, Federal Institute of Industrial Research (FIIRO), Oshodi, Lagos State, Mr. Chima Igwe, who was accused of serial manipulation of his educational status to exploit the system for personal gains.
The former FIIRO acting Director was caught in a web of dirty scams after submitting a Doctor of Philosophy certificate that was later discovered to be fake.
The ICPC investigation indicted him but many Nigerians were shocked to note that Igwe remained a key staff member of the institute.
Under the false claim, he had worked for 18 years at the country’s foremost research institute rising through the ladder with the same forged document.

In a petition dated June 7, 2021, and addressed to the ICPC, Nigeria’s leading anti-corruption group, Human and Environmental Development Agenda (HEDA), says Igwe must return to the government’s purse all earnings linked to the forged certificate.
The petition titled, “Prosecution of Mr. Chima Igwe for attaining the position of Acting Director-General of the Federal Institute of Industrial Research without possessing the Pre-Requisite Qualification,” was signed by HEDA’s Chairman, Mr. Olanrewaju Suraju.
HEDA noted that if the ICPC failed to prosecute him, it would head to court to ensure justice was done to the society whose norms had been violated.

HEDA’s lead researchers had unravelled the scam following months of investigation by the group’s diligent research team.
The issue indeed became a national embarrassment.
HEDA recalled that the degree was subsequently investigated by ICPC and the findings of the investigation dated January 24, 2020, with reference number ICPC/SDD-TA/FMST-02/2020 was sent to the Minister of Science and Technology, the supervising ministry.

It was upon this finding that Igwe was removed, after much public pressure, as the Acting Director-General of FIIRO but he was still retained as a staff member of the institute in the capacity of a Chief Research Officer.
Suraju said Igwe has under the pretense of having a PhD degree for eighteen (18) years worked and attained several positions in the institute up to being an Acting Director-General before his demotion by the Board after the lid was taken off the saucepan of corruption.
“Igwe has finally obtained his PhD only in the year 2020 from the Universite Nationale du Benin (now Universite d’Abomey-Calavi), Benin Republic, the same university he claimed awarded his fake certificate 12 years back.

“Before 2020 when Igwe got his PhD degree, he had obtained salaries and promotions with a fake representation and deception at FIIRO, in Lagos State and by so, has contravened the Corrupt Practices and other Related Offences Act and Section 105 of the Criminal Code Act.
“We request the ICPC to prosecute Mr. Chima Igwe for presenting an attestation letter in place of a PhD Certificate upon which he worked and gained several promotions in the Federal Institute of Industrial Research, Oshodi, Lagos State and return into the government’s coffers all salaries and allowances paid to Mr. Chima Igwe within the period he worked without having the requisite educational qualification (PhD Certificate).”
The group said, in the absence of action by the commission, it would invoke the law to compel the ICPC to prosecute Igwe.

REVEALED: Identity Of Student Killed By Bandits In Kebbi School
One of the three students killed by bandits at Federal Government College, Birnin Yauri, Kebbi last Thursday was Aishat Jariyan Mamata.
In the attack, a policeman was shot dead while students and members of staff were whisked away by the criminals.
Some of the victims were later rescued as security agents responded on time to the distress call made to them.
The security agents engaged the gunmen in a gunbattle which facilitated the rescue of the abductees.
A source close to the school revealed this to SaharaReporters on Saturday after speaking to one of the students who witnessed the incident.
“The attackers came on motorbikes and engaged with the security men and after they shot one police officer dead, they proceeded to the school compound.
“They reached out to the students and made them lie on the ground until they brought some staff members who they met in the class to join them.
“Some students were seen running away and they shot at them and they were left wounded with bullet wounds. They abducted them in one of the available vehicles in the school compound and drove away,” the source said.
About the girl killed, the source said, “That was the female student that died. Her name was Aishat Jariyan Mamata.”
Kebbi State Governor, Atiku Bagudu, Thursday, admitted that security personnel in the school were overpowered by the gunmen in the attack.
He, however, said efforts were ongoing to find them and rescue the victims, as he could not ascertain the actual number of people involved.
“We don’t know how many students were taken. Many parents have taken their children out of school in a panic and we are hesitant to say how many are missing because some may have gone home.
“The team comprising operatives from the Police Mobile Force, Anti-kidnapping and Counter-terrorism units are currently combing nearby forests, routes and suspected hideouts of the criminals,” Bagudu said.

Abduction: Kebbi Shuts Down 7 Schools, Tells Principals To Close Others They Consider Unsafe
The Kebbi State Government has indefinitely shut down seven schools in the wake of the armed attack of Federal Government College, Birnin Yauri on Thursday, the Nigerian Union of Teachers has confirmed.
The schools are considered prone to bandits’ attacks.
In the latest attack on Thursday, students and three teachers were abducted from the school.
A policeman was killed in the attack and a student sustained gunshot wounds.
The Chairman of NUT in Kebbi, Isah Arzika, told the News Agency of Nigeria that the government had directed all school principals to close any school which they believed were not safe, adding that police and vigilantes had also been deployed to the schools for monitoring and protection.
“On these proactive measures, as you all know, we are part of the system because Principals are teachers, all the Directors at the Board are also teachers. It is the decision that we all took that is affecting us.
“Government has given us an order and option to take any necessary action as far as our schools are concerned. That we can close those schools which we think are not safe and prone to attacks in the areas close to the forest.”
The NUT chairman assured that they had already closed frontline schools, describing such a move as a proactive measure to guard against a recurrence of the incident similar to that of FGC Yauri.
“I am not talking about only boarding schools, any school that is on the frontline and is not safe, we would just ask the students to pack and go home, pending the time the situation normalises.
“Before now, the state government had recruited a large number of vigilante members to look over our schools and we are very much satisfied with what the government has done.
“Some of these schools that I am talking about have policemen attached to them, honestly, we are satisfied with government actions,” he said.
On the FGC Yauri abductions, the NUT chairman appealed to parents to remain calm and continue praying to God for the restoration of peace in the area and the country at large, while supporting the security agencies with vital information that would enable the rescue of the abducted persons unhurt.
He said: “Since the security agencies have swung into action on the bandits, we have not made fresh contact with the parents and relatives of the students and teachers still in their captivity.
“When we made our first contact two days ago, precisely on Thursday, they did not demand any ransom, instead, they told the parents and relatives that they only wanted to establish contact with them and inform them that their children are with them.
“As I am talking to you, two of our teachers have regained their freedom. Already, seven schools on the frontline in that area have been closed and more will be closed, if we realise the situation is not safe for the teachers and students.”
Responding to a question on how the bandits made contact with the parents, Arzika explained that they collected the contacts of parents and teachers from the abductees and thereafter made calls to tell them that their children and people were with them.
He said: “There was communication from them, but none of them asked for a kobo, they only said they wanted to establish contact, that the abductees are in their custody.
“It was yesterday (Friday) that the security agencies swung on them and since then there has been no contact again.”

Okorocha warned that Igbos would be the worst hit if Nigeria breaks up.

The former Imo State Governor spoke in Abuja while addressing some women groups yesterday.
Okorocha stressed that the South-East should push towards fixing the country and not its disintegration.
The lawmaker stressed that Igbos are nationalistic in nature, hence they should dismiss the urge for Nigeria’s disintegration.
He said, “It is only an Igbo man that goes to a place and remains put in that place, buys a land and builds a house for his family without feeling insecure. The Igbos will lose more if Nigeria divides.
“Most Nigerian leaders who were successful had one thing or the other to do with the Igbos. It is either they married Igbo women or had some links with them. I can call names like former President, (Olusegun) Obasanjo; former Vice President, Atiku Abubakar, Buba Marwa, just to name a few”.
There have been continuous agitations in the region with groups such as the Indigenous People of Biafra, IPOB, and the Movement for the Actualisation of Sovereignty State of Biafra, MASSOB, working towards the disintegration of Nigeria and creation of new republics.
IPOB led by Nnamdi Kanu has been in the forefront, calling for Biafra’s actualisation.

Nigeria’s Drug Law Agency Nabs Traveller Who Stuck Heroin In His Anus, Security Officer Supplying Cult Members, Students

A law enforcement officer identified as Popoola Abayomi has been arrested for selling illicit drugs to students of a federal university and cult members in Ogun State.
The drug dealer who serves in the Lagos State Command of the undisclosed security agency was arrested on Wednesday, June 15, 2021, after agents monitored activities at his wife’s shop for days.

His wife’s shop was said to be used as his sales point in the Camp area of Abeokuta, according to Daily Trust.
A spokesman for National Drug Law and Enforcement Agency (NDLEA), Femi Babafemi, said on Sunday in Abuja that one of his salesmen, a motorcycle rider known as Ogah, was trailed to the location around 8 pm and arrested with six pinches of Colorado weighing 1.17grammes before Popoola, who had been on the agency’s watchlist was nabbed with different illicit drugs including codeine, 17 bottles; cannabis, 22.26 grammes; tramadol, 230, 98 grammes; 61 tablets of flunitrazepam, 23.72 grammes; 113 tablets of molly, 48.16 grammes and s** drops, 43.92 grammes.
“After the arrest of the two suspects, some student union officials of the institution blocked the NDLEA team with their official vehicle. The narcotic agents however restrained themselves and after hours of standoff succeeded in moving the suspects to custody,” Babafemi said.
Similarly, one Adelodun Kamaldeen was arrested by operatives of the Oyo State Command of the NDLEA at General Area, Ilorin, Kwara State following the interception of a parcel containing cocaine and heroin that weighed 10.5 grammes and 4.8 grammes respectively on June 13.
The following day, two ladies: Mary Peter, 40, and Mercy Oladele, 39, were arrested at Total Garden, Ibadan when NDLEA operatives acting on a tip-off, intercepted their commercial Micra car.
The two women were arrested with seven bags of cannabis weighing 77.23 kg brought in from Ogbese, Ondo State, to supply a man they simply identified as Alhaji.
According to them, they had earlier supplied the same Alhaji two bags before coming with the seven bags they were caught with.
On Friday 18 June, operatives of the Oyo State Command of the agency, acting on intelligence raided the residence of one Alhaji Faruq at Elebu area, Akala Expressway, Oluyole LGA, Ibadan, where they recovered 43 ampoules of methylphenidate.
Meanwhile, In Kaduna State, a drug trafficker, Segun Abraham, was arrested at the Panteka area of the state on 17 June with 211.5 kg of skunk while he was heading to Kano State.
Also, a Nigerian returning from Pakistan, Ezenyeche Kingsley Ebuka, was arrested by NDLEA operatives at the Murtala Muhammed International Airport (MMIA), Ikeja, Lagos with five pellets of heroin weighing 250 grammes discovered in his anus.
The suspect had arrived at the ‘D’ arrival hall of the airport on 14 June on a Turkish airline flight from Pakistan with the illicit drug inserted in his anus.
He, however, failed to deceive narcotic officers during the inward clearance of passengers on the flight.
Commending the Ogun, Oyo, Kaduna, and the MMIA commands of the agency for sustaining the offensive action against illicit drug trafficking and the cartels running it, Chairman/Chief Executive of NDLEA, Brig-Gen. Buba Marwa warned that the NDLEA will not spare any law enforcement agent hiding under the privilege of their uniform to engage in narcotic business.

E2%80%94victim Man Who Urinated In My Compound Assaulted Me For Complaining, Ogun Chiefs Shielding Him—Victim
A man identified as Bello Olatunji has been accused of urinating openly in a neighbour’s compound and beating up a female neighbour, Adefunke Olanrewaju for complaining about it, in Ogun State.
The incident happened on May 25, 2021, at 3, Olanrewaju Avenue, Peaceland Estate, Ifesowapo, Lambe area of the state.
But since the incident was reported at the Ministry of Women Affairs and Social Development and Ajuwon Police Station, SaharaReporters learnt that traditional chiefs in the community have been using their influence to shield the suspect from facing justice, describing their clique as well connected.
It was learnt that the Iyaloja of the community even went to the Ministry of Women Affairs and Social Development after the matter was reported there, to truncate the course of justice.
“We even reported to Ministry of Woman Affairs and Social Development in Abeokuta, the Iyaloja still went there again and said there is nothing we can do about the assault,” Adefunke said.
Narrating the event, Adefunke said, “I was in my compound around 8 am when I saw a man, Bello Olatunji, from a welding workshop beside my house urinating in my compound, so I approached to caution him.
“He started hurling abuses at me. I rebuked him for that and was about to go back to the water I was fetching when he slapped me and started punching me. He punched me several times. Before people could intervene, my nose had started bleeding. I reported the matter at Ajuwon Police Station and was referred to the hospital for first aid treatment and he footed the N4,500 bill.
“Later, my dad called to tell me to withdraw the case because the landlords in our estate had been calling and begging him to drop the case. So, I did. My dad did that because he had not seen my pictures. I later had to send a petition letter to the Ministry of Women Affairs and Social Development, Oke-Mosan, Abeokuta days after when he started bragging about that he intentionally beat me up because I was too proud.
“I was invited to Abeokuta last week and an invitation letter was sent to him too. He then reported himself to the Baale’s palace so they could beg me. I was invited to a meeting at the Baale’s palace and the chiefs begged me to withdraw the case so we could settle it internally in the area and that he would foot the medical bills. I explained to them that I couldn’t and why told them why. I said he should appear in Abeokuta on the given date and time.
“But one of the chiefs, the Iyaloja, said no police could arrest him if he did not appear. She said I should take the case to court if that’s what I wanted. She said they have connections in Abeokuta and that I would be the one to get tired after spending unnecessary cash on transport fare and that he wouldn’t even appear. Truly he didn’t go to Abeokuta; they are already trying to use their influence.
“One of the chiefs said if it’s court case I want, I’ll meet them there, even if up to the Supreme Court. The chiefs, the man, and his wife have been spreading false information about me that I have had an ailment since I was a kid that makes me bleed from the nose.
“They said he only slapped me but that I was trying to implicate him, which is a very big lie. I’ve been in the area for close to 20 years and I had never had issues with anyone. Everyone knows I’ve always been peaceful all these years. I really wish to get justice because I’ve not able to work since the incident happened, I’ve been staying indoors.”
When called for his reaction, Olatunji said he had not honoured the invitation of the women affairs and social development ministry because he was ill.
“But I will be there tomorrow. I have been unable to go there because I have been ill,” he said in Yoruba.
Reacting to the alleged move by the chiefs in the community to shield him from facing justice, he said, “No, it is a lie. The chiefs are trying to settle the matter because the incident happened in the community and they don’t want any trouble. They are begging her and have told her that whatever she needs, they will give her. But she insists that she wants to take the matter to court. Everyone has been begging her, but she said she would take it to court.
“I was urinating and initially, I didn’t know she was talking to me. She started saying the place was not a toilet. Then when I realised she was talking to me, she asked if I was blind for not seeing the place was not a toilet and deaf for not replying her. Then she moved closer to me and slapped me.
“So I said ‘you slapped me because you were talking to me, and I didn’t hear you’. That was how the fight started. My wristwatch hit her in the nose; that was why her nose was bleeding. The blood was coming from her nostrils; it was not because I punched her. The chiefs are not trying to shield me; I will go to the ministry tomorrow.”

E2%80%94baker How I Sold N70, 000 Bread Daily To Bandits When They Kidnapped Students—Baker
Hassan Magaji, a baker in the Galadimawa area of Kaduna State, has confessed to supplying bread to bandits.
Magagi, who was recently arrested by the Intelligence Response Team of the Inspector-General of Police, said he sold bread worth N70,000 daily to the bandits during the time that some university students were abducted.
It is not clear if he was referring to students of Greenfield University, Kaduna, who spent over a month in captivity, or the College of Mechanisation students in Afaka.
“I observed that whenever they kidnapped many people, like during the kidnap of those university students, the quantity of bread that they bought increased. During that period I delivered up to N70,000 worth of bread every day until recently when it dropped to N50,000 again.
“I have not benefitted much except that I married a new wife and I was able to save money to take care of two wives. To stop banditry, the government should recruit more security men. We prefer police because they know the job.”
Bandits have been terrorising residents of Kaduna and its environs.
On Saturday, angry residents blocked the ever-busy Abuja-Kaduna highway to protest incessant attacks.
Despite repeated assurances from government, armed gangs have been making life a hell for people.

The Executive Secretary, Revenue Mobilisation, Allocation and Fiscal Commission, Alhaji Mohammed Bello Shehu, who represented President Muhammadu Buhari at an occasion on Saturday has warned secessionists and agitators to cease their agitation, saying Nigeria is a dominant force in West Africa.
Buhari’s representative warned that those agitating for separation are naive and ignorant of war.
Speaking through Shehu, the President gave an address as a Special Guest of Honour during the launch of the Kudirat Abiola Sabon Gari, Zaria Peace Foundation which took place at Ahmadu Bello University Hotels, Zaria, Kaduna State.
According to Daily Post, Buhari said that the nation is not restructuring, adding that most people carrying the subject do not even understand what they are talking about.
“And again, those who are discussing restructuring, my question is what are you going to restructure?” Buhari asked.
“If you ask many Nigerians what are they going to restructure, you will find out that they have nothing to talk about. Some of them have not even studied the 1999 constitution. The 1999 constitution is almost 70 to 80 percent 1979 constitution.
“The other issue is that those who are calling for restructuring and conference on what they call ethnic nationality, if you go to Southern Kaduna, Taraba, who is to represent them? We have different combinations of ethnicities in many states. Even Kano and Kaduna Igbo have properties. The same goes with Yorubas.
“There are Fulani in Port Harcourt. So those calling for separation or restructuring, some of them I will say are very naive or even mischievously dangerous. Those agitating for restructuring are ignorant of war and its consequences because Nigeria is a dominant force in west Africa.
“There is no government in the world that will cede their authority to the people that are not elected.
“You are telling us to resolve a system and call for an obscure conference to come and discuss how we can move forward as a nation, that can never be done and no country will agree to that.
“So those who are doing that should go back and meet their representatives in the House of Assembly and ask for whatever amendment of the constitution. Due process should be followed.”

The Minister of Works and Housing, Babatunde Fashola, has defended the Nigerian Government’s resort to loans to expand infrastructure in the country.
Fashola, who spoke to the News Agency of Nigeria, said that the country would not make meaningful progress without taking loans to boost infrastructure.
He explained that borrowing is not a sin and it is part of the essence of keeping the economy growing.
”It is in our own interest that the government does some borrowing and spends it on investment because that sector contributes to the Gross Domestic Products (GDP) and contributes to employment.
“I do not support irresponsible borrowing so let us be clear; there has to be some sense to this.
“So long as you are borrowing to invest and you are investing in assets, then we can have this debate from morning till night and I don’t think I will come out unsuccessful.
“I agree everybody must keep their eyes open about how money is being borrowed, what it is being used for and whether the debt is sustainable.
“We just delivered a rail programme through the Ministry of Transportation; that is a 100-year asset that you have got now. So some economists say wait until you gather the money, that’s bad economics,” the minister said.
While pointing out that many developed countries created super economies through borrowing, Fashola said that the recent loans obtained by the Federal Government would not mortgage the future of Nigerians.
“We came from a background of colonialism where we were told that if you go borrowing, you go sorrowing, so, my parents and their generation told us never to borrow.
“But while we were not borrowing, those who laid the rules started borrowing.
“The largest debtors in the world today are from the West. But with borrowing they have created super economies, built massive train terminals, massive airports, schools and hospitals.
“And you know what is happening, we go to use them and they charge us, so who is paying?
“I have heard people say they are mortgaging the future of people, as we are holding this meeting, one new baby has arrived, if you don’t prepare for him you make that future bleak.
“As at the time we were building Lekki Bridge in Lagos, it was N29 billion, the child that was born then in 2010 is going to be 11 this year.
“If his mother carrying his pregnancy had crossed that bridge at any time, he used that bridge before he was born and we had secured that asset for him before he arrived.
“If we wait until he is about 30 to build that bridge, we can’t buy it at N29 billion anymore.
“So, if he contributes to paying it so be it because he started using it before he even arrived.
“So, those who said don’t borrow have changed their minds, they have set parameters of debt to GDP and within those parameters you play very well.
“And those who say so now, where were they in 2005 or 2006 when the government paid out $12 billion in cash to go and buy a tent when the house is flooding, who does that?
“They took $12 billion in cash to go and write off debts that had been classified.
“The roads were bad then, the rail was not built, airports needed expansion, Lagos-Ibadan (Expressway) needed to be built.
“But since the aftermath of going to write off that debt we started borrowing again, so this administration did inherit all the debt.
“There is a sector of our economy called the financial services sector, if all of us put money in a bank and nobody is borrowing, that bank is going to fold up.
“So, if you have anybody in any venture capital, finance house, mortgage bank, it is because the government is borrowing that they can pay their salary.
“Borrowing is not a sin, it is part of the essence of keeping the economy growing and the armchair economists talking about public expenditure for example who have never run a government must be careful what they feed to the public,” Fashola added.

Nigeria’s Exam Board, JAMB Suspends 25 Centres In Abuja, Lagos, 10 Others Over Poor Performances
The Joint Admissions and Matriculation Board has delisted 25 Computer-Based Exam Centres across the country for poor performance at the 2021 Unified Tertiary Matriculation Examination (UTME) held nationwide on Saturday, June 19.
A statement issued on Sunday, in Abuja, by Dr Fabian Benjamin, spokesperson for JAMB, said the delisted centres failed during the conduct of the 2021 UTME held for one million applicants.
“Candidates posted to any of these centres are required to await further directives by checking their profile, email addresses and SMS on their registered phone for a new date,” Benjamin said.
The delisted centres were in 11 states and the FCT, with Lagos having the highest at 6, followed by Kaduna 4, Edo 3, Ondo 2, Plateau 2, FCT 2, and Oyo, Osun, Delta, Benue, Imo, Nasarawa, having one each.
He gave the names of the delisted centres and their states as Harry Pass Polytechnic CBT Centre, Gboko, Benue State; IZISCO OBOS Institute of Maritime Studies And Technology, Warri, Delta State; Oseni Elamah ICT Institute, Auchi, Edo State; Givitec CBT Centre, Benin City, Edo State and Kings Polytechnic, Ubiaja, Edo State.
