Change Your Tactics, Attack Boko Haram In Hideouts, Borno Governor Tells Nigerian Army

Babagana Zulum, governor of Borno State, has asked the Nigerian Army to attack Boko Haram hideouts if it intends to end the insurgency in the North-East.
The region has been plagued by violent extremism since 2009 and the situation has continued to escalate under the administration of President Muhammadu Buhari.
Zulum, who has been attacked at least three times by the terrorists in less than a month, also said all heads of military commands must be competent if the war must be won.

The governor said, “We must also have the courage to tell each other the common truth and be critical of the troops’ operations when things go wrong.
“As part of the ten-point agenda of this administration, the Borno State Government shall sustain its role as a stakeholder in supporting the activities of the Nigerian Army, through the provision of all the needed support and morale-boosting mechanism to all the security agencies to end the fight against Boko Haram crisis.
“In this direction, I wish to ask the Nigerian Army to change the war narratives all together in order to end the crisis.
“Attack, they say, is the best form of defence. 
“The Nigerian Army must have to take the war to all the hideouts of Boko Haram.
“You should not wait and give the terrorists an opportunity for the first attack. You should as a matter of policy, embark on critical clearance operation after successful execution of attacks.

He called on Tukur Buratai, Chief of Army Staff, to deploy only commanders loyal and competent to man locations.
“Sir, in appraising the performance of the Nigerian Army, there is a need to look at the critical issues of competence, dedication and doggedness of officers and men of the Nigerian armed forces.
“Let me re-emphasise the need for having competent and dedicated officers to head the military commands; because from my little observation, it is noted that all the locations headed by competent and dedicated officers hardly fall into the hands of the insurgents. Therefore we have to weigh the importance of loyalty and competence, which is very important,” he said.

Group Reminds Ondo Governorship Candidates Of Visa Ban, Tasks Abdulsalami Committee On Electoral Reforms

The Centre for Liberty has urged candidates participating in the October 10 governorship election in Ondo State to abide by the peace accord they signed and commit themselves to a violence-free poll.
The group in a statement by its Co-conveners, Ariyo-Dare Atoye and Adebayo Raphael, asked security agencies to live up to their responsibilities by protecting staff of the Independent National Electoral Commission and ensuring free, fair, credible and peaceful election.

The statement reads, “On Saturday, October 10, 2020, the good people of Ondo State will go to the polls to exercise their democratic right to vote for candidates of their choice. Despite the unfortunate occurrences of violence ahead of the polls, and during pre-election campaigns, we are optimistic that security agencies will live up to their responsibility on election day by protecting the permanent and ad-hoc staff of the Independent National Electoral Commission and ensuring free, fair, credible and peaceful elections.  
“However, as the governorship candidates participating in the election are made to sign a peace accord and commit to a violence-free election, we wish to remind them to abide by this agreement as there is no alternative to a credible election in a democracy. 
“It has been made clear by our foreign partners, that any attempt to undermine the credibility of the electoral process shall attract international sanctions, and as an organization, we shall not hesitate to demand for visa ban against any erring official or personality. It is part of the mandate of our organisation, Centre for Liberty, during this election to evaluate the conduct of political parties, their candidates and supporters, security agencies and other electoral stakeholders.  
“Meanwhile, we wish to appreciate the enormous contribution of the Gen. Abdulsalami Abubakar-led National Peace Committee in continuing to galvanize peace initiatives before and during our elections, as well as in committing all the stakeholders to electoral stability.
“While the peace initiative of the NPC is laudable, we however, wish to encourage the group to equally commit to an enduring electoral reforms that will institutionalize their peace framework, and guarantee free, fair and credible elections in Nigeria.”

Nigerian Government Orders Investigation Into COVID-19 School Feeding Funds Found In Personal Accounts

The Nigerian Government has ordered an investigation into claims by the Independent Corrupt Practices and other related offences Commission that N2.67bn meant for feeding school pupils during the COVID-19 lockdown were found in the account of private individuals.
Adamu Adamu, Minister of Education, made the announcement on Tuesday.

The ICPC had raised the alarm that N2.67bn released to 104 unity colleges during the lockdown for meal subsidies were in the accounts of some private individuals.
Reacting to the order, however, Ben Goong, Director, Press and Public Relations, Federal Ministry of Education, said principals of the 104 colleges claimed payments on meal subsidies to unity colleges on the government Integrated Financial Management Information System platform was designed to accommodate individual officers of those colleges officially recognised to receive such payments and disburse same to food vendors.
The principals said this followed difficulties encountered by farmers, local food vendors and market women, who do not have Tax Identification Numbers, PENCOM and other requirements to access the payment platform. 
They added that payments made during the lockdown were related to debt owed vendors before the pandemic began.

E2%80%94who 1 In 10 Persons Globally Infected By Coronavirus, World Heading To Difficult Period —WHO

The World Health Organisation has said that roughly one in 10 persons worldwide have been infected with COVID-19, which leaves the rest of the world’s population vulnerable to the disease.
Mike Ryan, WHO’s top emergency expert, made this known on Tuesday while addressing the Executive Board of the health agency. 

He said, “Our current best estimates tell us about 10% of the global population may have been infected by this virus. It varies depending on the country, it varies from urban to rural, it varies depending on groups. 
“But what it does mean is that the vast majority of the world remains at risk.
“We are now heading into a difficult period. The disease continues to spread.”

Many Children In Nigeria Out Of School, Millions Extremely Poor, Says Vice President, Yemi Osinbajo

Vice President, Prof Yemi Osinbajo.

Nigeria’s Vice President, Yemi Osinbajo, has said that the country’s reality is that millions of citizens are extremely poor while many students are out of school.
He made the admission while speaking at the end of a two-day executive-legislative leadership retreat held at the Presidential Villa in Abuja on Tuesday.
Osinbajo said Nigerians just want basic amenities for themselves and their children and asked lawmakers to reflect these aspirations while carrying out their legislative duties.

He said, “Let me say that every generation of leadership must understand the context. Law itself must be interpreted and implemented in context.
“What is the reality of the context that we operate in today? We all know, our nation has millions of extremely poor people, the COVID-19 pandemic has worsened employment and poverty
“We have huge deficits in infrastructure, many children are out of school. If that is our context, we will be callous and irresponsible if we don’t come together, work together to sort out these grave life-threatening problems our people have to confront every day.
“It is time to focus on what we have been elected or appointed to do. This is the welfare of our people. The law and practice as between parliament and executive is a means to an end not an end to itself. The means must not jeopardise the end.
“Our people just want food on their table, shelter over their heads, clothing on their bodies, healthcare and education for their children and themselves.
“So, the good legislature or good minister is not the one who is waving the law, and procedure, and doctrines, it is the one who says the spirit of our constitution is that we secure the maximum welfare, freedom, and happiness of every citizen on the basis of social justice and equality of status and opportunity.
“The good legislator or minister is the one who will do all in his or her power to serve the needs of our people, even if it means walking the fine lines, as Hon Wudil said between the law and reality.”

Opadokun, Ezeife Knock Buhari Over N10bn Fund For Census, Say Agenda Not In National Interest

A cheiftain of the defunct National Democratic Coalition, Chief Ayo Opadokun, has described the approval of N10bn for Enumeration Area Demarcation in 546 local government areas in the country by President Muhammadu Buhari as a waste of public fund and not in the interest of Nigerians.
The EAD is the process of delineating the entire land area of the country into small geographical and demographic units. 
The EAD is a preparatory exercise for the actual census.

Opadokun while speaking with SaharaReporters on Tuesday described the exercise as premeditated and aimed at favouring the interest of a particular region of the country.
He said the present government cannot conduct a credible, free and fair census unless the country went back to the federal constitution of 1960 upon which Nigeria secured her independence.
He said, “Now that they have voted another N10bn, I have no doubt in my mind that it is just another instance of wasting public fund other than public interest because it is meant to achieve a particular agenda which is to suit the interest of current political operators.
“Nigeria had never had any credible census even from the days of the colonial masters. We have it on record how British collaborated and assisted to manipulate the so-called census.
“So from that time upward, we have never succeeded in conducting free, fair and credible census.”
Speaking further, Opadokun attributed the falsification and manipulation of census figures in the past to the prolonged military rule in the country, which favoured a particular section of the country. 
He said, “If you talk about restructuring, resource control, IPOB and the likes, all of them are the same thing. We should return to that negotiated federal constitution which our ethnic nationalities and nationalists agreed upon because they recognised that Nigeria was an heterogeneous society with multiplicity of language, religion and custom.
“So, unitary government can never work in an heterogeneous society. It will certainly create injustice, inequity, abysmal disregard for the defence and promotion of rule of law.
“Nigeria has been clearly possessed by a particular set of people while other people are onlookers.” 
On his part, a former governor of Anambra State, Chukwuemeka Ezeife, condemned the timing of the census, adding that the present government could not be trusted with the exercise.
He said, “It appears they don’t care. Some people begin to suspect that a bigger secession attempt by the government in power for a group of Northerners and they are pushing everything towards the North. They are pushing every project to the North. They are pushing every appointment to the North. 
“Census and election and such national activities are no guarantee of fairness. Conscience is dead in Nigeria and what we have is comprehensive corruption and in the process nothing is sacrosanct and nothing can be guaranteed.
“The only important thing now is to restructure. If you restructure and maintain some kind of justice, then you can talk of census but now it is not the right time.”
Recall that census had become a controversial issue in Nigeria to the extent that two had been annulled in the past (1973 and 1991).

Thirty members of the #RevolutionNow movement have been freed after spending five nights in police detention.
The 30 persons were arrested on October 1 in Lagos while taking part in a peaceful demonstration demanding better governance from the President Muhammadu Buhari administration.

The police in Lagos arrested and charged them to court for unlawful assembly and gathering likely to cause breach of peace despite no violence recorded during the demonstration.

The protesters were granted bail on October 2 but the Chief Magistrate refused to sign their bail bond, forcing them to remain in custody since that period until Tuesday when they were eventually freed.

One of the leaders of the movement, who confirmed the release of the protesters to SaharaReporters, said, “We have secured their release, all of them have been freed and are on their way home.”

The protesters, looking undeterred, promised not to be broken by the police as they urged Nigerians to join the movement to regain the country from looters.

Suspected Fulani Herdsmen Kill Plateau Traditional Ruler, Five Others

A traditional ruler in Wereng community under Riyam Local Government Area of Plateau State, Chungyang Mwadkon, has been killed by gunmen suspected to be Fulani herdsmen.
Five other people were also killed while three others sustained injuries during the attack.

It was gathered that the gunmen invaded the community on Monday night, shooting sporadically and sending residents scampering for safety.
Wereng had been under siege for over 10 years and more than 30 people have been killed in the process.
Nobody has been arrested and prosecuted despite repeated assurances from security personnel.
Calls put across to spokesperson for the police in the state, Ubah Ogaba, were not not answered nor returned as at the time of this report.

Like In Kano, Hisbah Bans ‘UnIslamic’ Hairstyles, Dressing In Kebbi State

Officials of Hisbah in Kebbi State have released fresh guidelines for residents of the state.
The agency established to enforce Sharia law in some states in Northern Nigeria, has banned stylish haircuts, sagging of trousers and playing of music at social events by disk jockeys.

Hisbah also banned commercial motorcycle and tricycle riders from carrying two women at a time.
This is in addition to other unusual directives reeled out by the Islamic police.
